r
Mr. Buckingham discussed the grant request that Dr. Kerfoot put out on
John's Pond. what they're going to do from the Board of Iealth to carry
out individual systems testing in either the late spring or early summer,
. with the hopes f getting cooperation John's fond Hors owners Association.
There will be a questionnaire asking for description of the lot o which thein
septic s ys tern sits., haw many extra people during sun-mer, how many normally in
residence, what type of system, etc. He feels then that he can refine on that
grant and have a good chance of its going through. Apparently there wasn't
enough input previously. It's actually still pending and they will work on i
after they get additional information. He felt pretty optimistic about it.
It was asked who's paying Dr. erfoot and r. Buckingham said that he 's work
i f for nil.
144x . Buckingham went on to explain that why he Is willing to pint in this
time for-nothing is primarily because of the work n John's Pond., the- only de-
finitive work done on a pond on the Cape. other towns are now 'Interested in
it.
In response to a question from 1-1r. Buckingham, Mrs. Studley' reviewed the
stenos to be taken on Notices of .Intent, as follows: we received Notice of In-
tent in the nail today, which she handed to Ron -Bocknett., They are to be ad--.
ver~tis d T r-'a- hearing within 21 days of today's date (March 17th); it has to-
be published 5 days before that date,, which, in this case, would be April Ist
with hearings on Apr.. . 7th. we then have 21 days to write an order of Con-
ditions or a Denial, order,, which is then sent: to the parties. They thea have
10 days to appeal if they don't like our order of o nditions. A notice of the
hearings goes to Lakeville. This appears in Ron's job description.
Mr. Buckin-ham was told that when the person sends notice to Lakeville,
the pians have already been sent to Lakeville. The party also sends copy t
Division of Waterways nd 3 copies of Notice of Intent and Plans to Lakeville.
A person desiring to file, calls Mrs. Studley and requests a Notice of
Intent form. Apparently there are new forms and Ms. Studley -rill have t
call or write for thea. The forms are sent out in triplicate, to Bos ton, Lake-
ville
a -
ville and to us. We notify'them of the public hearing. when we issue our Or-
der
r f ndi ti on , we send copy to Lakeville and to Waterways and to the
applicant,, From there, they have' to record it at the Registry. There is no
wa .ting period. If we make no objection, thea he can go ahead.
If an abutter .,rants to appeal, he has only to days in which to do it. In
the petition on Popponesset, there are 2 abutters, who are not necessarily not-
ified. The Planning Board and the Board rd of Health' are notif led. originally
they had suggested notifying abutters, but it was pointed out that abutters
are not always here to see notices,, It isn't in our by-1a rs, but we'll make it
a mat to r .of our preparing authority.
Mrs. Studley asked 'Mrs. Sloane if she had gotten her list of r # ps From
Ron ocke tt and she replied that she got it .on her own.
4i
_ 5
