A HP B C ONS ERVAT I ON COTMSSION LEGA, HEARINGS <br /> IL <br /> DATE: November 3., 1977Ma.shpee Town Hall <br /> TIS: 7:30 P.M. <br /> After determining that a quorum was present, Chairperson Studley opened <br /> the meeting,, with the following members present: Pauline DeLory, Barbara <br /> y <br /> Sloane., Norman Dias and Charles Buckingham. <br /> The first hearing was on the Notice of Intent filed by David M. Smith <br /> to construct a 'single-famil�r building located t �onomoscoy Road, Great <br /> Riven., Mashpee. Mr. Smith said he had been talking with Philip Holmes, who <br /> told him that what he should haves a stake-out of the lot and a sewerage <br /> plan. He talked to Wilson about the sewerage plan. Apparently, Wilson and <br /> Holmes are not in agreement. He had maps. made up of the area. He proposes <br /> to build it 1851 - n a non-existent road - it is an extension Overland Rd. <br /> frontage of 1251 . A survey was made in 1913 and since that time, the place <br /> has built up. He said he would have to have an additional survey. when some- <br /> one <br /> o B- <br /> o e or quired what his ,lot numbers were, he said he owned the whole point. He <br /> also said that he has a percolation test made by Mr. Holmes' engineer - they <br /> dug a hole about 6-11 deep about 6 places on the -plan. They find the percola- <br /> te on 'is in excess- of 211 per minute. It was mentioned that BB ha n l t issued <br /> a number yet becuse they need plans of the sewerage system. It was also men4w <br /> boned that the land is the same depth all through there. <br /> Mr. Buckingham stated that the ground water wasI t encountered at 6.51 <br /> and asked, Mr. Smith, if he intended to use diffusers, add=* g that Holmes knows- <br /> that he has to comply with Title 5. Mr. Smith said that Mashpee and Mate <br /> regulations don't coincide. fir. Buckingham said that Mashpee is a little <br /> stricter in some regards than the s tate. <br /> Mr. Smith said that he and his w e are not in agreement yet as to haw <br /> the house is ging to look, but he wants to build a half-Cape, with th6 off4w <br /> centered door facing the road and thea a 2-bedroom ell. He also said he will <br /> have complete plans later. It is to be 2 bedrooms, 2 baths - 1500 gallon <br /> tank - Holmes knows what he has. to . He discussed the 1001 from the marsh <br /> with his sewerage system and Mr. Buckingham said that his leaching field should <br /> be 1001 and Mr. Smith said that h wouldhave t then put his leaching field <br /> near the road �- he .said hek can readily come back 501. Mr. Buckingham said he <br /> didn't think his house position will be of any difficulty - the big thin will <br /> e the sewerage., his septic system. - <br /> Mrs. Sloane said that in her notes it says that his house is going to be <br /> 45' from the edge of the marsh, r It was said there is no easement - it is <br /> marsh land. Ir. Smith said that people use this land to launch their boats <br /> and it is beautiful high land. 14r* Buckingham asked if there was any gray h <br /> could angle his house so it sits on high area. Mr. Sraith said the end would <br /> look on the road and 'it wouldn't look right. ' He wants some of his rooms to <br /> face east. 251 is the best he can do on the side, unless e .squeezes the <br /> house up and he doesn't want too He said it's not going t,. o wreck the envl- <br /> nment and they'r 'not going to infringe on the marsh or anything. The <br /> pins were looked at. <br /> With the placement of the house the way It is on the plans it was said <br /> that the septic system will have to be roved. Mr. Smith said that on the <br /> house, he desperately wants to get out as far as he can without chewing up <br /> the marsh. He was asked the height of the high lana in the front - how many <br /> feet above the marsh - Mr. Smith said it was about 81 in the front and 61611 <br /> in the back. s.
