r <br /> MASHPEE CONSERVATION COM2 SSION LEGAL HEARING AND REGULAR MEETING <br /> DATE: Marchi 23., 1978 Mashpee 'down Hall <br /> ME: 7:30 P.M. <br /> The meeting was called to order by Chairperson Studley, with the follow- <br /> ing <br /> l w- <br /> ing mer be in attendance: Charles Buckingham, Jim LeClair, Norman Dias, <br /> Pauline Dery and Barbara Sloane. <br /> Christopher Kueler had not yet arrived for his legal hearings the <br /> Commission listened Curtis Woodbury., verlook Knoll, concerning his wall. <br /> He showed pictures taken by Peter Cook of what he is going to d - rip-rap _ <br /> the wall that is there now has to come out. He also painted out that to <br /> protect the property in the future, that rip-rap would be the best. The <br /> outside line would remain the same - they would bring the stone up to the <br /> tap, leaving the lawn as it was, grade-wise - abort 41 down from the top of <br /> the slope is where the rip-rap would start. Mrs. Studley asked ghat h i <br /> going to do with the 41 and he said that the lawn would go over the edge. <br /> He also said that his deed has them owning the beach out to mean high water, <br /> so they're not taking over property that somebody else owns. He thea ex-. <br /> plained the plans. <br /> Mr. Viles., who lives next moor to Mr. Woodbury, was also present. <br /> Mrs. Studley asked him if he was going to put his rip-rap back to meet M . <br /> Woodbury's and also asked if this could be a combined effort for the two of <br /> them. She also asked him if he had contracted anyone yet and Mr. Viles said <br /> that he is trying to get a small business loan. Mr. Woodbury has been in <br /> touch with Mr. Cook, Lawrence & Lynch and Richard Fish. <br /> I <br /> Mr. Buckingham asked if the plans would have to be filed with the DPW. <br /> Ir. Woodbury said that time is of the essence -- it's ' from his house t <br /> the edge. Mr. Buckingham said that what had happened in an area almost at <br /> the Condominiums, with boulders into the banking, it ripped it right out. <br /> He said that Mr. Woodbury should question his engineer pretty closely. <br /> Mr. Woodbury said that they will be using a plastic material - goes <br /> belcwj sea level - he thinks ' of stone roughly 211 in diameter - he pointed <br /> out where the armor stone would go, with grouting in between. Mrs. Studley <br /> suggested that they use bigger stuff, pointing out that the Corps ofEngi- <br /> neers requires a -ton toe stone and not less than 200 1b. stones on tap <br /> starting with -ton in hole and 200 1b. on top - graduating from 200 lb. to <br /> 4-ton. <br /> Mrs. Sloane asked about the abutter on the other aide and Mr. Woodbury <br /> said they were separated by the street and Mr. viles is the abutter in the <br /> back. They thea discussed the drain chute betreer. the property - taking off <br /> surface water from the lawns. M . LeClair asked if it needed to be repaired <br /> and Mr. Woodbury said that 't is damaged, but he didn't know what Mr. viles <br /> plans to do with it. Mr. Buckingham asked how high the bluff area is and Mr. <br /> Woodbury said it was 131-7-11�� but don't hold him t the 71". Mr. Buckingham <br /> asked if he was going to armor plate the whole thing and Mr. Woodbury said <br /> ??almst" - it uld be about 41 down from the grade, about 91 as a guess <br /> the wall as it is now is 51 above the sand. <br /> Mrs. Studley said that the whole thing is whether or not the Commission <br /> is going to grant permission under the emergency provisions of the Wetlands <br /> Act and would like to hear from the Commissioners,, Mrs. Sloane said she would <br /> like to see the plan; that there's been so much trouble with the tings being <br /> put together with rocks. Mr. Buckingham asked if any of the people Mr. wood- <br />
