5 <br /> 1! <br /> MASHPEE CONSERVATION COMMISSION <br /> MINUTES OF OCTOBER , 1982 <br /> MASHPEE TOWN HALL <br /> The following members of the Conservation Commission were present <br /> Dorothy G. Studley, Chairperson, Pauline F. DeLory, Vice Chairperson, <br /> Charles F. Buckingham, Wayne Tavares and March ardano. <br /> Chairperson Studley convened the meeting at : : op.m. <br /> Brian Barber of Interchange and SeL, B. Jean Thomas met with the <br /> Commission regarding the application of the self-help groat and arti- <br /> cle ll on the town warrant for the Special Town Meeting, <br /> Brian explained to the Commission that there were some requirements <br /> in the plan which have to be submitted to the State -- one of which <br /> being, a statement of goals and objectives. He gave some exam les <br /> of Conservation & Recreation goals and objectives as follows : a goal <br /> would be protection of water resources and the objective would be to <br /> preserve a water shed in a certain area: a goal would be preservation <br /> of open space, scenic areas, rare plant and animal species habitat and <br /> an objective which derives from that right be to establish critical <br /> zones and protect thea. He explained that the gods are broad state- <br /> ments of policy or intent. Brian proposed that he circulate a draft <br /> set of objectives to the Board for their response. Another require- <br /> ment which reeds to be done is something called a' "Five-Year Action <br /> Plan" which is a staging of the projects that the town would lice to <br /> see implemented over a resonable time period. Priorities meed to be <br /> set and Brian proposed that he give the Commission a list of projects <br /> and have the members of the Board rank them. Another requirement-.is <br /> a comparison with standards for Recreational. Facilities which has been <br /> started . <br /> Brian quickly gent through the other requirements of the plan as follows : <br /> le A statement of Agency participation and Methodology of Planned devel- <br /> opment -- a description -of the process. <br /> 2. Background Data on Physical Social ' Economic Factors Important to Open <br /> Space and Recreation Policies. <br /> w A statement of Municipal Conservation and/oar Recreational Goals and <br /> objectives. <br /> 4. An inventory of public and private Conservation and/or Recreational <br /> facilities, <br /> . An analysis of statement of community conservation and/or recreational <br /> needs. (Bike paths were discussed under this requirement) <br /> Brian also told the Commission that written comments on the plan should be <br /> received from the Planning Beard and Regional Planning Agency. He suggested <br /> sending a circulation of a draft to the Planning Board with a time limit for <br /> corn ment s O <br />}+ Brian felt that the whole project would be done within two to three months, <br />
