.Y <br /> +¢ sj <br /> r <br /> i <br /> t' <br /> * SUBJECT: Minutes of the Meeting of the Mashpee Americans with Disabilities Act <br /> Cottee, February 10, 2005 ?' <br /> The Mashpee Americans with Disabilities Act Committee net Thursday, February 10, <br /> 2005 at Mashpee Town Hall Meeting Room##2. <br /> i I; <br /> Members 1n attendance: <br /> William Dundon <br /> Marilyn Fa ce <br /> Richard Stevens <br /> Beverly Wooldridge <br /> Robert Wooldridge <br /> Charles Maintanis (Alternate member) <br /> The minutes of the January 13, 2005 meeting were reviewed and approved. y <br /> u <br /> Following up on discussions at the January meeting, Catherine Laurent, Deputy Director <br /> of DPW,prepared a draft of a new bylaw requiring town-approved street signs private <br /> h <br /> ways for review by the committee. The committee rade a few changes to the draft and <br /> voted to submit it to the Selectmen to be included in the warrant for the May Town <br /> Meeting. Bob agreed to prepare a final version for Marilyn to submit to the Selectmen. <br /> See enclosure 1. (NOTE: Marilyn submitted to Selectmen's office on February 11, <br /> 2005.) <br /> The effort to improve access to Tow.Hall and other'down buildings by installing <br /> w <br /> automatic doors continues to be on the front burner. Ray Martini,Buildings and Grounds w <br /> Supervisor obtaffied one Witten estimate, in the amount of$4,000, for a door for the front <br /> t <br /> entrance to Town Hall. Initial research into funding sources revealed Community Block <br /> Grants probably would not be-approved for municipal buildings. More research is <br /> reufred to try to down the cost. we agreed to pursue the question with CORD, <br /> Barnstable Disability Commission, etc. Bill will follow-u with Al Melcher of the <br /> apt stable Commission. Bob will check with Bobby Byrnes Pub for information on the <br /> automatic door they have. <br /> The committee reviewed the current bylaw on handicapped parking and determined it <br /> would be appropriate to propose a change increasing the fine for an initial violation from <br /> $25.00 t $100.00 and subsequent violations from$50.00 to $150.00. This increase <br /> would make Mashpee fines consistent with Barnstable and several other com nunities <br /> throughout the state. Bob agreed to provide a draft bylaw change for Marilynto submit r <br /> to the Selectmen's Office. See enclosure 2. NOTE: Marilyn submitted the draft to the <br /> Selectmen on February 11,2005. <br /> We had a brief discussion of the feasibility of establishing a program under which a <br /> special account would be established for these fines. The monies accumulated would be <br /> designated for programs, etc.,benefiting the disabled. Barnstable established such <br /> program in the 1990's. Bill will discuss Barnstable"s experiences with Al Melcher. <br />
