Mashpee Planning and Construction Committee ✓� <br /> Minutes of Meeting Held Friday,December 15, 2017 <br /> Mashpee Town Hall—Ockway Meeting Room <br /> Committee Members Present: Steve Cook, Geoffrey Gorman, and Joe Brait. <br /> Absent: Tom O'Neill. <br /> Also Present: Catherine Laurent, DPW <br /> Patty DeBoer, School Superintendent <br /> Chairman Steve Cook called the meeting to order at 12:02 p.m. <br /> Approval of Minutes <br /> Joe Brait motioned to accept the minutes of the Meeting of November 30, 2017; Steve Cook <br /> seconded the motion. <br /> Vote: 2 Yes; 1 Abstain. <br /> Joe Brait,yes. Geoffrey Gorman, abstain. <br /> Steve Cook,yes. <br /> Old Business <br /> Update on Quashnet School Window/Roof Project <br /> Catherine Laurent reported that the Attorney General approved the bid protest of Apex so we <br /> delayed the bid opening until Tuesday. Catherine said 8 Contractor bids were received and the <br /> range was just under$7-Million to just over$8-Million. <br /> Catherine said the estimate for the project was $9.1-Million,just for construction. <br /> RDA and the OPM did the reference check for the 3 low bidders. The lowest bid was from J J <br /> Cardosi, East Providence, Rhode Island. J J. Cardosi's bid was $6,994,000. <br /> Cardosi's DCAM rating was 93 out of 100. The references were checked and everyone gave <br /> very high references except for one project rated an"adequate", a fire station in the Town of <br /> Randolph. Catherine said she spoke with Jeff this morning and he spoke with the town, as well <br /> as Cardosi to determine the reason for rating them low on the categories for change orders and <br /> project schedule. Cardosi said the owner was not happy with what was proposed by the <br /> architect, which resulted in them having to do changes after construction that resulted in change <br /> orders and additional costs. Other category ratings were 3-4 out of 1-5 scale. It was just those 2 <br /> items that were rated"adequate". Other references scored Cardosi "good" or"preferred"...their <br /> category ratings were 5's and 4's out of 1-5 scale. <br /> Patty DeBoer asked if Cardosi has done similar school projects. Catherine said they did 2 school <br /> door and window projects at Worcester schools last year (2016)--one was a$4.5-Million <br /> project, and one was a$3-Million project. Catherine said they also did a couple of school <br /> projects, a housing authority project, and a Mass Military project. <br />
