6 <br /> Finance Committee <br /> Minutes <br /> October 12, 2017 <br /> Erin Orcutt Business Manager Cape Cod Regional Technical School; discussion regarding the <br /> Cape Cod Regional Technical School construction project: (continued) <br /> It was noted the design of the new facility has incorporated a considerable amount of glass, <br /> including glass towers. Natural light in classroom is desired, and required by the MSBA to <br /> obtain a certain level of energy efficiencies to meet LEED certification. <br /> When asked of the life expectancy of the building constructed in 1975, there was evidence of <br /> water damage in 1983. The brickwork was seal coated which sealed the water inside the brick. <br /> There was no recourse from the original manufacturer. <br /> In considering cost assumptions Ms. Orcutt indicated although assumptions are not fully known, <br /> a 5% interest rate is being considered on a 30-year bond. With bids, the percentage may be <br /> significantly less. <br /> In further considering the creation of similar disciplines in the Mashpee schools, it was stated <br /> that with a reduction in enrollment,the scenario may create a professional status teacher <br /> employed but inactive if there are no students to educate. It was noted the situation may also <br /> occur within the ebb and flow of public schools. <br /> David Bloomfield made a comment regarding the Upper Cape Regional Technical school <br /> housing 720 students with 13 shops and in Harwich to reduce the costs associated to the per <br /> pupil expenditures 15 shops are proposed reducing two from the initial 17 shop program. <br /> A brief discussion followed regarding the planned operating budget of the new school. In <br /> response Orcutt indicated it is the intent to be cost effective. Currently, there is a lot of money <br /> being spent that is not cost effective. There is no intention of a major change in the budget and <br /> the school will continue to be fiscally conservative to lessen the high cost per pupil. Ms. Orcutt <br /> stated the intention is to be cost neutral. It was noted the project architects should be able to <br /> determine the added costs to the new building. Ms. Orcutt responded by stating at this time <br /> maintenance costs have not been determined. With energy efficiencies, costs decrease. <br /> There will be a major difference in the operation of the new systems and with a $250,000 capital <br /> line in the budget,these funds would be redirected. <br /> Motion made by Mr. Avis to close the Public Comment. <br /> Motion seconded by Mr. McKelvey. <br /> VOTE: Unanimous. 6-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. Avis,yes <br /> Mr. DelPonte,yes Mr. McKelvey,yes Mr. McCahill,yes <br /> Opposed, none <br />
