Besse , Chalr an of the Fells Pond Committee appeared on <br /> behalf of residents of Fells Pond to present application for the <br /> treatment of milfoil using 2,4-D in approximately four acres of the <br /> ten-acre pond and along the entire share line in varying amounts , <br /> Ir. Besse stated, "Last year you gave us permission to dredge , use a <br /> hydro-rake . We did this . We also raised about $7,000 . and at the <br /> end of the season, it was obvious that we had been about 60 to 70 <br /> percent effective . S ince milf oil grows anywhere from 3" to i ft. , <br /> a day, we wanted to go further. with invitation of the Conse- rvation <br /> Commission and the Board of Health, we went into the subject of herbi- <br /> cide treatments feeling that it was the only economical way that we <br /> could treat this particular type of " geed in the pond. Our report, <br /> which we sent to you, to the Board of Health and to Lakeville , indi- <br /> a;ted that this fail we had a represe tative from the Conservation <br /> Com isssion, a representative of the Board of Health, -a member of the <br /> DEQE, some of the residents and Mr. Lee Lyman who represents the <br /> grater treatment itself and we went out In a boat into a. 10' x 101 area, <br /> drove a stake .. Theree put in controlled amount f her i <br /> -ta. cide <br /> checking the water before and after, The results of the report indi- <br /> cated <br /> n i- <br /> cated that there was no spread of 2,4-D. In fact, it had gone and the <br /> weeds were killed, All of that information is detailed in the reports <br /> that I sent to you. I also seat you further information on the condi- <br /> tion of the pond water itself, DEQE has already given the case <br /> number. <br /> "We are now asking permission ission o the Conservation Commission to continue <br /> to use 2.4-D in the spring on Fells Pond ." <br /> Mr, Rosenberg made reference to a notation by DEQE that the water <br /> pollution control certification may be required prior to commencement <br /> of theproject. Mr. Besse replied, I'mr.. Lyman has contacted them. <br /> That' s a permit he has to get from the state before he can proceed to <br /> put the chemicals in. He does not apply for the permit until it such time <br /> as w are ready to go . We check that out with Lakeville . It is <br /> standard permit that apparently a consultant has to get from the state <br /> Prior to going into action very much like getting a building permit* It <br /> is not something that is filed at this point although we have to have <br /> it before starting treatment . Notices also have to be posted around the <br /> pond immediately prior to and during use of the herbicide ," <br /> Vice Chairman Dardano stated that as there were no further questions <br /> r comments , the ratter will be taken under advisement , <br />
