Leaf concerning the proposed construction project at Lot #12 Captain's Row, DE QE S Eftla 4 3-383 In. that letter, Mr. Perpall states- , "Upon reading the statutes and the regulations , it seems to me that the Mashpee Conservation Commission had let the statutory time elapse before notifying the i .pplica t o their ecis n.
