Collins : "Simply because the hurricane came along and has <br /> taken away enough sediment so that you have a, dangerous overhang <br /> out there and in response to that overhang, if you fill it and <br /> re-establish the slope so that it is not as likely to wash down <br /> and cause damage ." <br /> Chairman wont: 'how do you Feel that the overhang i dangerous*?" <br /> s . Collins : "Because it' s not the natural angle of repose for for <br /> the sediment that' s up there . If it gets wet or if it gets further <br /> eroded from the bottom it's just going to slide out." <br /> Mr. Ro,senber "If you get the order from DEQE next week, would that <br /> solve this problem?" <br /> Ms ,, Collins : "No. This is a separate situation. " <br /> Chairman du ont: "Are you aware that thereves an emergency ce ti- <br /> g � <br /> ficati on August 30 that was not complied with and also an en-- <br /> forcern.ent order on May 23 that was not complied with that would have <br /> avoided this whole thing. You did 't see those? Maybe you were on <br /> leave or something." <br /> s . Collins : "Let me just say that I don"t think the statement is <br /> correct that it would have avoided this whole thing. This is in <br /> response t ?Gloria . Gloria came along later. " <br /> Chairman duont: "I think that what we're saying is that if those <br /> and i t i onp had been complied with, it wouldn't h ave haPpened because <br /> the other areas along that coastal bank, we walked it . we walked <br /> from I aushop right up to the golf course All of the areas that were <br /> vegetated as we stipulated held beautifully and those that we enl , <br /> actually were damaged by the wind scour. Where wasn't much r h wit <br /> Gloria, it way just wird scour because they had nothing vegetated <br /> and we had foreseen this coming in our enforcement order and in our <br /> emergency certificate in August, so this was long beforeGloria." <br /> Ms .
