i 1 MASHPEE CONSERVATION COMMISSION � MEETING of AUGUST 20 1987 COMMISSIONERS PRESENT: V. Louise Behrman, Gertrude Ferriday, Carol Jacobson and Joseph Burns. ABSENT: Mary Marsters, Heather Urquhartf Elliot Rosenberg, Also present was John vark and a. The meeting was called to order at 7: 25 p.m. NAS NET WOODS �- FORWARD DEVELOPi+ E ' . Alex Gittami presenting on pyre-application conference under the OSID bylaw concerning 384 acres located on the easterly side of route 28 from the power lines after the 151 rotary down to the M shpeeawFarlmouth town line. The proposal is that 271 acres on the we s to r l y bound of the Qua s hne t River will be donated to the town, In return, under OS M they will receive a► multiple of units which will allow them to increase the production in the developable area outlined in a dank border on the map presented of 113 acres with 583 units to be phased in at 117 units per year. If approved , it is assumed to be a five year project. Within the development the water supply will be from a town well as pant of an agreement with the Selectmen. They will be allowing a water use for the Town when the property is transferred over. A well has been identified by the town capable of producing one million gallons per day. $600,000 will also be donated to the Town for construction of that well and a distribution system across the River to the route 28 area and south to a connection with the 'down of Falmouth and north along 28 t a connection with another well system being put in that has nothing t do with this project. There are no well fields on the east side of the River or within the development sector. To the north of the site, the undeveloped property owned by Fields Point may have units proposed t be built. A. septic treatment facility .l l be located adjacent to the power lines as fax away as possible from the fiver. ' The exact specs of the plant have not been determined. An Environmental Impact study has been initiated. - He nitiated. YIe pointed out the white portion on the map dividing the property which is owned by Fish & Game, The River does not rest on the prop- erty line. The River, old cranberry bogs and uplands fringe their line, then it will go into their donated land and then the buffer r 0 feet, as required for the area to be developed* There are two r three small parcels in the area on either side of the utility easement and two small parcels within the well site. Concerning a question re plans to control access down River from the development, Mr. Gittaumi stated no fencing is planned, Ms Behrman stated protection should be considered for the more vulnerable slope, not to limit access but to ensure that unrepair� able damage is not done,
