Louise Behrman, Gertrude .Ferriday, Joseph <br /> Burns, Carol Jacobson. <br /> Lisa Hanscom, Conservation Agent was present as well as a oro imatel r <br /> 25 area residents. <br /> The chairman advised of a prior meeting with Mr. Orlow, when it was <br /> stated that under State law the Commission is not able to Brant ars, <br /> easement; that requires a roll call vote, two-thirds majority, of the <br /> State Legislature. The grantingf a license was discussed, however, <br /> a number of. -questions were to be answered first and a public hearine <br /> would have to be held. <br /> letter has been hand delivered tonight that addresses some of thos . � <br /> issued which the Commission has not had time to review. The Military <br /> was invited to come to a Public Hearing tonight to describe their re- <br /> quest. Col one l Brogna, Civil. Engineer at t i t and Dick Duggan, Fnv i ron� <br /> mental Engineer, were introduced. <br /> Colonel Brogn a stated 25 years ago when the active duty Air Force was <br /> here here may have been some discussion at that time to initiate an <br /> easement or license. in the 60' s the Air Force started'. then disapp- <br /> roved to initiate a project to acquire the easement, attempted to fund <br /> some money to t a- a care of the legal paperwork that had to be done. Be- <br /> fore the Air Force left Otis, very little was done. The Air Guard took <br /> over in' 1972 and it took their a while to acquire all the rights- and <br /> permissions needed. In 1979-1980 formal action was again started to <br /> have the ACDF, who takes care of all their real estate action, acquire <br /> the easement. Due to priorities, they did not qet active until the F1 <br /> program commenced 4 years ago and then converted to the F15 program <br /> last gear. <br /> The actions on the southeast portion of the Base that butt up to the <br /> McDonald' s Trailer Park and Town of Mashpee property, the location of <br /> the runways, majority of raodwa r systems that tie i <br />
