DrainageEasement
January 26, 1988
Page 3.
kick I ailly, President of Ashumet-Johns Pond Assoc. : Does surface water
actually, flow via this easement into Johns Pond directly? Col # B-rogna=
Yes, .'. nc-'e' + ,the drainage system becomes exposed and drains over the sur-
face there is infiltration from the SB portion of the base as well as
l'and - in Mashpewhich also contributes to this source.
Rick Mai l Iy= Has that surface water that-' s intruding the actual water
ofJohns Pond been tested? ol .Brogna: On the base or off base? Mailly
i I.'m . taking about the water as it entersJohns Pond , has that been test
ed, the surface water entering' rogna: , we have not conducted any 9f
those surface tests, if they have been done. We have sampled in our
oil/water separator right at the base boundary-on the north side of
Back Road; futher do ngradient from there, we have not.
Ms Behrman= Have you also. , * .What' s coming out of the current munit-
ions sitel. Col . rogn : That is below the oil/water separator and - is
n the other part of the trunk line.
Ms Behrm n= As part of any futur-e monitoring program, I believe I
speak for -'a 'I the Commission, we would be interested in mating sure
the runoff from those two points would be monitored. Brogna: l believe
-part of the conversations between the ACCE and Town Counsel indicat d
within the limits of the l icense4 additional sampling . and wells would
be done at government expense and sampled in the future, as necessary,
Gerry Orlando, Pres. Briarwood Assoc. : Have you done any soil samples
in the easement? Brogna: Pere e tests or samples of the top 2-3 feet?
Mrs.. Orlando: Yes. Brogna: I 'm not aware of anything formally, they
p ably di-d some initial sampling when they installed the well cluster
a 'we identified on the nap. They have done similar testing of base
property- upgrad i ent from, where the proposed easement leaves the Base,
so f# In effect they have. done samples of - the B se property in that area
Mrs- Orlando: Do '.you -know of any soil samples that have been done in
that area around -where the old dump is ? Brgna= The pr i+ ary emphasis
of the 8. . Jordan--1 P program is groundwater- exploration, a,s.'- well a
select soil samples based on priorities or known potential-- concerns.
•xr
Gene larr,- Chairman of Johns Fong Park Committee and also representing
the ..Johns Ponca Estates Assoc. : What is the capacitor o the fi ltr. r -
te Is it' sufficient so that it would handle, say we have a major
downpour o'f two days - heavy rain and there is a spill , does the system
as it exists presently or is proposed to exist , capable of hand-ling
the total flow or are we ns to get an over f I o- and. '&a line and con-
taminents cone through. Br gna: We have never conducted' a full- hydrae--
; 11 c study of the complete area. If you were cpmput ing .'sone drainage ti
details for a subdivision and considered the Air Base as part , a sub-
division .for numbers of catch basins and Manholes, th-at formal and com
plete study has nearer been done but looking at the -'amount of Imperviou
cover we have on the base, the size of the trunk lines that presently
service the underground portion of the drainage -system, the system 'fo-r
the normal 1 --1 , maybe 2 , year storm seems to be adequate. If we get
a cloudburst and- a couple of inches --61- vain in orae--half hour , then the
system could easily be .overcapac i tat d.,
