f ASHPEE CONSERVATION COMMISSION <br /> MEETING of FEBRUARY 23 , 1989 <br /> Commissioners Present : Gertrude u Simmons , V . Louise B hrm n , Joseph <br /> Burns , Mary Marsters and Elliot Rosenberg . <br /> Associate Member Elizabeth Terror and Conservation Agent Lisa <br /> Hanscom were present also . <br /> The meeting was called to order at 7 : 15 p * . <br /> 7 : 15 John Donovan came before the Board concerning an order o <br /> Conditions issued and a new filing (unscheduled ) concerning Lot <br /> ockwar Bay Road . New plans were presented . It was noted abutters <br /> would have to be notified of any hearing . <br /> Nis Behrman questioned the location of the revetment and stated some- <br /> thing to show distances is needed . <br /> The consensus was that the revetment below the coastal bank cannot <br /> be allowed b,y law . . Donovan was asked if he was going to fill <br /> as that would not be allowed . <br /> Ms Behrman pointed out this is in the Flood Hazard Zone . <br /> Mr . Donovan advised there is a recorded easement for hire to get into <br /> the property at Lot g . The proposed house is actually built into <br /> the side of the bank . H'e asked how the retaining gall on the abutting <br /> lot was allowed . <br /> Ms Behrman stated this was negotiated through DEQE but their views <br /> have now changed on that sort of structure , This building would be <br /> right in the wetland ; this would have to be pulled back . she was <br /> concerned with runoff patterns causing erosion by the sealing of <br /> the slope . <br /> It was suggested Mr . Donovan go back to his engineer . It was stated <br /> a 2 - 4 foot high retaining wall on the 20 - 22 ft , contour night be <br /> acceptable . <br /> 7 : 30 Joseph carigl is Holmes & McGrath ) 520 Triton Way . Request for <br /> an amended order of conditions to include an as-built stone retaining <br /> wall . Tod Palatier presenting . An order of conditions was issued <br /> for the patio , not the gall . <br /> Mr . Rosenberg stated the Commission was told the wall was on Lot 521 . <br /> Mr . Pal tier stated it is entirely on lot 520 and acts as a footing <br /> for the fence around the pool . A revegetation plan was submitted <br /> prior to the patio . The wall is of fieldstone , Loosely mortared . <br /> The second tier is 6 ft . high with a 1 - 12 ft , dropof to the first <br /> tier , backfilled . <br />
