i
I
July 27 , 1988 page 2. {
bordering vegetated wetland subject two f;looding and this was
predicated on the physical evidence that perhaps there were
cranberry ditches within that particular basin or wetland.
We at BSc went out there on three different occasions and
:looped .into this particular basin and determined that it did
not have any hydraulic gradients in it because the ditches
themselves were of two types- they were either di cher that
held stagnant water, they were ,Interrupted by windfalls, the
dropping of vegetation and debris into the ditches which
caused them to fill and/or they were interrupted by earthen
darns or ramps that were used during the cranberry years to
brine sand from the uplands onto the bog itself so that they
were discon ,inu us or interrupted and therefore,, there warn'
any flow of any type within that particular ditch. Also, the
ditches in that bog, in many places, were dry. The bog
itself had ditches only in the southeast, easterly and
northeast portions. Half of the bog had ditches in ,i t. The
ditches, If they occurred within the bock itself, were
camouflaged by decaying vegetation and growth of other
vegetation that they couldn't be determined so we conducted
two very simple experiments. We took a bobber on a no—wind
condition, like a fishing bobber, attached a string to it and
placed it in the water. Then, we observed what happened to
that bobber. The bobber stood still, it didn't move during
the period of five minutes. We watched the string on the
bottom of the bobber; there was a white string approximately
6 .inches ;lona and we wanted to see if there was any lateral
displacement of that string. There was none which told us
that there was no subsurface flow within those small isolated
pockets of pooled water. We also took a 75 foot clear
plastic flexible tube, filled it with dye, placed it in the
water and made sure that both ends, one held by one engineer,
one held by another engineer, with blue dye in it,, right a
the surface of the water and then we looked to see if there
was any -differential ,in the level of the water within that
tube. Did the blue dye flow out one end Did it flow out
the other encs Was there any gradient Was there any tip?
Was there any possible flow in that bog itself: We found out
that there was no flow. The dye, the level of the water
within that tune remained constant. Therefore, we concluded,
based on the` fact that the ditches in that bog were
discontinuous, interrupted and they were mars—duck and
interrupted by earthen d1ke . Where was no gradlerit observed
during the two scientific experiments we conducted. We
determined that was truly an isolated lana subject to
flooding. We have a document that we have produced f o r the
Commission tonight and at this time, l would =like t
introduce Stan Humphries of IEP who is the team lead on the
coastal bank .issue.
STAN HUMPHRIES., Let me first say, it is the first chance I 've
had to. be before the Corrvriission since, they adopted and had
