<br /> The Town of Mashpee Blue Ribbon Committee was called to order in Conference Room
<br /> #1,Mashpee Town Hall, 16 Great Neck Road North,. Mashpee, Massachusetts at 7:00 p.m. on
<br /> Thursday, March 9, 2006. The Chairman, Ikon Meyers, presided.
<br /> Blue Ribbon Committee Members present: Lee Gurney;Beverly Kane;John Miller; Don
<br /> Myers, hait nan;Douglas Storrs, Clerk and Ted Theis.
<br /> Also present: F.Thomas Fudala,Town Planner,Jack Fitzsimmons of theMashpee'
<br /> Conservation Commission and Edward Baker, a Mashpee citizen.
<br /> quoram being present, the Chairman called the meeting to order.
<br /> Approval of Minutes
<br /> Review/approval of minutes from prior meetings of January 12, 2006- January 26,2006,
<br /> February 9, 2006;and February 23, 20066 All previous Minutes were approved, except for
<br /> February 23, 2006 which was a subject of approval for the March 23, 2006 Committee meeting.
<br /> Beverly Kane abstained fi-om approving the February 23, 2006 minutes.
<br /> Communications
<br /> Public Comment
<br /> Jack Fitzsfi=ons, hau* nan for the Mashpee Conservation Comnussion spoke and said
<br /> that all members of the Conunittcc were unpaid volunteers and that he had planned a vacation, He
<br /> would have had to resign from the Conservation Committee, if they didn't find someone to flu his
<br /> position. At the last moment they found someone, and that person was John Miller,who would be
<br /> the Commission Representative. He said that he thought, in closing,both the Conservation
<br /> Cormrission and the Blue Ribbon Comprehensive orwnittee a s objectives were the same. Both
<br /> were taring to do whatever they could to save Mashpee"s community.
<br /> Edward Baker} a Mashpee citaizeu, spoke next, and said he had two items he granted to
<br /> discuss. The first,item was a booklet he wanted to provide to the CwT=ttee members that was
<br /> available through the Environmental protection Agency. It was called"Advancing Education
<br /> Through Envy ronm ental Literacy," It contained a CIS,whi cb Nadi a lot of background-mater al on
<br /> environmental education for grades -1 . He thought it would be appropriate for the Coinnfittee
<br /> to watch and read.
<br /> The second item MT. Baker brought up was that he wanted the Conmiittee to assist
<br /> getting the Mashpee River dredged. He said in a recent meeting,the chairman of the Waterways
<br /> Commission gage information to the Committee that side casting was probably the best way to go
<br /> to dredge the river,but it was not allowed, because of a document containiu.g the State of
<br /> Massachusetts water quality regulations.
<br /> After attending the meeting, W. Baker said that the docurnent was undergoing revision.
<br /> After lool<ing at the revision,the table that prevented side casting was removed. On Februffly 28,
<br /> ooh, as part of the pilot project program,which is an Environmental protection Agency grant to
<br /> the Department of Environmental protection, a gentleman by the name of Welden Langley cane
<br /> down to the Waterways Concession to discuss the E.P. associated with some of Mashpee}s water
<br /> quality problems, He indicated that the public commentary about revisions to that document was
<br /> closed on Marchi 1} 2006 at 5:00 p.m.
<br /> During the Commission meeting, Mr. Baler asked MrIangely what the DEP thought
<br /> would be in terms of the problems concerning the Mashpee River,which include severe
<br /> d egradati on of the inffinging salt water marsh, because of the floating albumens, which were
<br /> there every year. He asked whether or not there could be some side casting that would in fact,
