5 <br /> The vice Chair said that lots were,spread out, that the growth center has no ability to <br /> grow and that the Town was stuck with the land that it had. He said that the way he was looking <br /> at it, the Town was stuck with growth centers, that there was no land for there and that the Town <br /> had to work with what it had—planned second story apartments, <br /> The Town planner said that residential,od..third-floor were c6ady-viabje. He.added-that <br /> there was a need for open space because of an impact issue. <br /> The vice Chair spoke about moving gray water and not sewering the Tern. He added <br /> that in getting 1A of nitrogen, he didn't see townspeople doing it the right way, that there were <br /> big numbers to be considered. He added that effluent disposals for treatment systems should be <br /> used and that the Town could move the effluent coming out of the plant. <br /> The Town Planner said that there was a specific design needed on a-facilities plant and <br /> to remove from a isfing treatment plants, <br /> The vice Chair asked how large.was the cost <br /> The Town Planmer said that the Capital-Facilities Plan in'Barnstable was moving to a <br /> location on Route 6, w h was throe times the size of the project—eight million dollar's for <br /> pipeline and that it had gotten a lot more expensive. <br /> The Town Planner said the problem was too much residential development—only now <br /> had the Town run out of land. He added that there was an affordable housing issue and a water <br /> quality issue. He added that storm water would have to be taken out of watershed and in that <br /> sense any development is bad. <br /> lair..,Sfb rs Said that he didn't believe all develop ent a bad aiid'that the Town needed <br /> to be smart about where it grows. He said that to do nothing was a failure. He said he was not <br /> sure if he agreed with the best dollar spent for greatest nitrogen removal.. He added that he <br /> approved greater positive impact--.---new growth spending to tape back and move away to a <br /> treatment plant. <br /> Thehaixlnan asked whether treatment plants were not capable. <br /> The Town planner said that 3 pis per million was the best you court get in tashpee on <br /> a consistent basis. In Bomme it was 5-1 pprn. In will.owbend, it was 1 V2ppm, he added. You <br /> could never get to zero with a treatment plant. He,said it was the big dollars} adding up costs and <br /> the Town had to find a place to put a treatment plant. He said that in Mr. torrs's plan} they <br /> would be running out of spaces to fill it. <br /> Mr. StoiTs said that there was spray irrigation. <br /> The Town Planner said it's being considered it's being allowed. <br /> Mr. Storrs said that the greatest violator of wastewater treatment plant was the Town of <br /> llashpee. He added that there was a need to be looking at every possible venue. <br /> I`lie Town Planner said that there was a problern with spray im'gation in the winter. The <br /> Town has wells and in1'gation, and with wells there were less pathogens. <br /> 'W Storrs asked about lands use and how does it impact water quality. The Town needed <br /> to develop land better and concentrate on where it could be treated. <br /> Mr. Storrs carne to the conclusion that the less growth, the higher the taxation, and the <br /> Town Planner concluded that more growth would cost more money. <br /> The Chairman stated that at the next B.R. .C. meeting on June I"' the Building <br /> Committee would be attending the meeting and that the members of the B.R. . . would be <br /> getting a perspective from a person in the field regarding land management usage and what are <br /> the practices going on, <br /> New Business <br /> Renewable Energy <br /> Don dyers <br /> The Chairman changed the discussion to renewable energy. He wanted to know what <br /> Boards members thought about what had been on the corer of the Cape Cod Times recently.The <br /> front page described a homeowner in Sandwich who was proposing to put up a$30,000 wind <br />
