JBT: Bob S. noted there were two new wells installed and he <br /> was not given any notification. Bob S. will contact Len Binault <br /> and follow this up, Bob W. will send a letter and request that <br /> an update be given at a selectmen t s meeting. <br /> LE-4; Bob W. reported on the February 10 , 1998 rtieetin with <br /> representatives from DEP , Kopelman and Paige , and AFcEE to <br /> discuss the liability issue on the clean up of this area. He <br /> distributed a cody of the participant list and a special report <br /> on municipal liability. The problem needs to be broken down <br /> into two areas; ( 1) public safety threat and ( ) hazardous <br /> waste site. <br /> It was orit incl ly a construction site to build bunkers and was <br /> also used for ammunition storage. <br /> BEP .i s the intermediary to facilitate the clean up. <br /> Bob W. recommended to transfer this proderty to the ra i l i tart' r <br /> and they can clean it up readily. Bob W. also recommended to <br /> lirait the Town' s role to just supportirlcj. <br /> The key issues on the military side are <br /> ( 1 ) Build a road into the site. <br /> ( ) Emergency handling and removal of the material. (Prisoner <br /> manpower may be used. ) <br /> ( 3 ) conduct surface saradling. <br /> Nancy C. will follow ud to find out if any of the $250 , 000 for <br /> the 1999 site evaluation can he used for this. <br /> DEP wants to see the Town coordinate the military' s efforts <br /> to remove the debris . <br /> Bob W. distributed a Memo to the Selectmen from Elias I c uaid <br /> outl i.nin�i the costs to complete the clean up. The total amount <br /> is adpro irate l $ f o 8 5 . o o . <br /> Elias McQ, needs Greg T t ' s help with coordinating trucks , and <br /> Elias is trying to set up a pre-construction meeting. <br /> IT WAS MOVED To SEND A NOTE To THE SELECTMEN To SUPPORT THE <br /> REQUEST FOR f o 8 *O O To INVOLVE THE NATIONAL GUARD, UNANIMOUS, <br /> Nand C. presented a HAZ BAP report from 1986 which documents <br /> 18-20 unidentified barrels in this area. They have subsequently <br /> been covered up. This was identified as a military contamination <br /> area . <br /> -3- <br />
