Elliot Rosenberg was present <br /> until a quorum was reached arra had to <br /> leave for a family commitment . <br /> The Chairman called the meeting to order at 6:45 p .m . <br /> REGULATION E F G - Freshwater wetlands . <br /> Mr .. Sherman staters on July 1st the State Regulations ulati changed . <br /> Whereas wetlands used to be strictly defined by vegetation <br /> under Massachusetts state law , there are now two other <br /> variables , which is to look at hydrology and also soils . <br /> Ander State reps now , all three can be looked at . <br /> He stated , knowing how consultants work , soils are difficult , <br /> especially on Cape Cod . He felt there is going to be a lot <br /> of chicanery on the part of some consultants; It is going to <br /> e confusing to commissioners . He has thus changed the bylaw <br /> slightly . He has put forth a bylaw that would look at all <br /> three if they are brought 'in . Whenever there are two or more <br /> parameters brought in , soils , plants , or groundwater <br /> hydrology ,, the Commission will assign the wetland line to <br /> that line that gives the greatest amount of wetland area . <br />' <br /> That way there won 't any quibbling Y incentives o some <br /> consultants a are o entirely w+I■F Ars M y W play games <br /> with the wetland line .
