Sherman after that and they discussed i n the mooring issue , or taking the Pipe out and having it tied on as a boat . He was asked if he applied to Chapter 91 and Mr . Gainsboro stated he had not . Mr . Fitzsimmons stated he was told to do that by the State; the Commission has no authority to override the state . Mr .
