Rosenberg stated the Commission is a subordinate section, not a town agency, of the <br /> state agency and if the State agency says this is the law, the Conunission does not have the <br /> discretion to say that is wrong. If the state agency says this is not sufficient, it would seem <br /> that the fight will have to be with them; hopefully, it won't come to that. <br />
