16 November 1995
Page 4.
1r. Grotke advised he revised the plans and created a 1tter addressing the issues. They are
proposing to eliminate the walkway which will be looked at under a different format later*
He gent out and measured each drainage swale. There was a maintenance program since
the 40's and o's. They abandoned the sediment basin because It was determined not to be
prnnittable. He has created two more wales 1 A and ; this is discussed in the narrative.
He modified the plan to show where the coastal dune ends and the upland begins. He
showed from DEM plans where the barrier beach begins. There are some Wkmwfives that
could be considered: 1. No Action; 2. The origbW plan to havedrainage off the road at
settling bay; there is no loophole to ding that, so it was abandoned. 3. To raise the road
about two fee4 that would be very expensive and a major reconstruction;
4. To do a longitudinal swale along the entire length of the road but cannot proceed with any
acd%*in this area that has not been there before, that is maintenance.
fir. Sherman asked, on the sketch, the cross section at the bottom, how deep is that and
how far do you have, to go down? fix. Grotzke stated from a nxininnuru of 6 inches to a
maximum of 12 inches, maybe 1.4 inches.
l&. Sherman stated the only ones proposed that did not pre-exist is 7 and 1 A. TW. rotzke
stated 7 slid not, I A there is existence of a swale;the exception is 7.
1. Shun stated it ail cones down to one thing whether the Commission feels what fir.
Grouke has proxided is an adequate analysis of an alternative methodology for road
drainage. Under the limited project stag, they could put in the swales. where they were
before. The use of control matting is a good idea. The question is whether or not 1r.
Grotke has explored all the possible alternatives.
Bin Ritchie of the Association stated he pleaded with the C mnusmon a year agcy. They
have seven miles of road, with 560 homes without a side place to dump any water; this is
the only way to maintain drainage. He asked if the Town or the Commissi
maintainon ever filled the
swales in The earth was never high up in there. He asked if their road was on someone's
dune or is someone's dune blowing onto their road? This is a 40 foot right of way and there
are two puddles, 6 inches deep, what is god to happen when this freezes over?.
&. Sherman stag no one has ever denied there is a problem there. l r. Ritchie stated the
problem is they were asked to sole this and were told they had to hire an engineer. He has
bei on it a year and two months which is not soMmg a moble problem. They have had the
EPA out there and are not going to another meeting. That thing is going to be dug out; they
are not going to fool around with this anymore. He sued., "You go to count and we'll go t
court." fir. Sherman stated he was trying to make this unnecessarily confrontational.
