Rosenberg stated he was saying <br /> that the two letters be seat, this one and the Dara Safety one, and go on and <br /> say with respect to this matter, the Conservation Commission, by statute and <br /> local bylaw, is limited to acting upon receipt proper application by authorized <br /> persons. <br /> Mr. Sherman asked who are the authorized persons?
