Page 6 <br /> Waterways Commission <br /> Minutes-revised <br /> September 10, 1996 <br /> New Dredging Permit Statin <br /> Discussion followed with respect to the new dredging permit status, and <br /> process relative to the dredging of the Mashpee River, and the suggested <br /> comprehensive study approach. <br /> The Commission received copies of the Mashpee Waterways Commission <br /> Comprehensive Waterways Improvement Plan dated August 26, 1996. <br /> (enclosed) <br /> It was noted that Mr. Hanks and Dr. Gordon met with the Board of <br /> Selectmen on August 19, 1996 to discuss the dredging proposal, and that <br /> led to developing the draft comprehensive plan. <br /> The Board of Selectmen also approved the sum of$960.00 to Aubrey <br /> Consulting for the purpose of conducting a flushing analysis of the <br /> Mashpee River informed Mr. Hanks. The computer modeling study is <br /> required to be completed by September 27, 1996 prior to the October <br /> Town Meeting. <br /> Discussion followed with respect to the Mashpee River as is relates to <br /> basic navigation, and dredging: <br /> Guidance for Performing,„Tests on„Dredged Material: <br /> Mr. York presented DEP information to the Commission relative to <br /> "performing tests on dredged material to be disposed of in open waters” <br /> consisting of chemical constituents,EPA analytical methods and detection <br /> limits routinely used for chemical examination of proposed dredged <br /> material. (enclosed) <br /> Sampling methods were discussed for consideration. Mr. York indicated <br /> that Groundwater Analytical, a testing firm located in Buzzards Bay, will <br /> sample metals, organics and PAH's as listed for the sum of$700.00 per <br /> each test sample. <br /> It was noted that TOC's are not included in the testing proposal. <br /> It was noted that Barnstable County does not have the equipment necessary <br /> to test for sediments. <br /> Dr. Gordon recommended the Commission consider testing a combination <br /> of four samples to obtain a diverse selection of the dredging materials from <br /> different locations of the river. <br /> Mr. York agreed and noted that the Environmental Protection Agency (EPA) <br /> recommends a combination of three samples. He suggested to mix the <br /> samples to obtain a complete analysis. <br />
