R <br /> wampanoag Tribal Council Shellfish Grant Proposal <br /> Proble"ns with the Pro l <br /> 1. This proposed grant is In.prime boating water in Popponesset Bay. <br /> . It represents a l i ability to the Town of Mashpee, because if any water-slier collides <br /> with the bottom in this shallow water, they will be likely to blame the net whether it has <br /> anything to do with the cause or not. <br /> 3. Even though it is shallow water, it is relatively deep for water-skiing. <br /> 4. This water is one of the prime access areas to Low-tied Island for recreational boaters. <br /> 5. Anchoring may interfere with the netting over the shellfish and vice versa. <br /> 6. State law requirements for marker buoys will, by there existence, discour, e boaters <br /> frond using this eight acres. <br /> 7. From recent arial photographs, it appears that the main channel on the Cotuit side is <br /> shoaling, and that cannot be dredged. (Cotuit has noerrnit� and Pin�uisset Cove <br /> l� <br /> residents blocked the permit.in 1986). <br /> 8. There will be a high concentration of shellfish in this proposed area, which can make <br /> the impact of any shellfish diseases catastrophic. A more diversified group of areas <br /> totaling the sante acreage may prove safer, <br /> Watenms Commisston Posl ion <br /> Throughout several meetings concerning aquaculture and it's impact,. the <br /> onunission has consistently opposed any dedicated,use of any part of the waterways for <br /> the exclusive benefit of an individual or organizations. we recommended against a grant <br /> by Richard Cook near the same area. <br /> Iri our meeting of March 4 wherein the proposal frotn the Tribal Council was <br /> presented, we voiced our objections and suggested alternatives. we stated that shellfish <br /> grants should be in waters within 150 feet of shore where boats can only navigate at <br /> 'slow, no wale speed". The arbonnaster suggested the area between the channel and <br /> the spit which is an area not now supporting natural sets of shellfish and that is not used <br /> heavily by boaters or recreational shel lfishermen. Although this is a designated family <br /> area if it is not productive and not used,then it should be up for redesignation to make it <br /> useful. Other more productive areas could be designated family areas in compensation.. <br /> Also., if the area near Gooseberry Island is no longer suitable as a grant area due to <br /> pollution, then Tribal Council should be willing g u to give some or all. of that area.in <br /> � <br /> trade. <br /> t <br /> F <br /> 1- <br />
