22 January 1998
Page 21.
little effect on the wetland. Mr. Wirsen asked if it is at the fuR pump rater
Mr. Sherman stated the pump rate is a factor, plus the fact that they only use
two piezometers and one surface water measurement. It is a five day test at
one period of time. If they are going to make the allegation that there is not a
direct connection between ground water and this wetland, thea they have to
examine the subsurface mature of this wetland all through the wetland. He
referred to Test Well 300E which lis beyond the w land starts at 8.81 and
goes up to 19, there is 2' drawdown in that well and yet they are saying there
is none in the wetland.
He seat these to Gabrielle Belkin, the hydrologist at the CCC. Her letter
states she agrees with everything he asked for. she stated it appears the
impact to the adjacent wetland was evaluated based on one pair of
piezometers and one surface water reading. The conclusion there is no impact
on the wetland assumes that the subsurface geology is uniform over the entire
wetland. Additional information about the wetland groundwater interaction
is needed. The uniform isolation of the wetland should be demonstrated.
Transects through the wetland should be completed detailing subsurface
geology including peat depth.
He distributed copies of his letter to the District which occasioned the letter
from Ms Greeli. h. He reviewed what was requested. This list was sent to
Mario I iGregorio.
Mr. Sherman suggested if they want to meet with him some ofthe
Commissioners, meet on a non-grandstanding randstanding basis without the press and
hoopla, that would be acceptable.
Mr. Shaw felt the Comrrnission should refuse until they conform to the basic
regulations. He suggested citing chapter and verse on the CommissioWs
relationship with therm to date and insist they conform. list the masons why
it would not serve any useful purpose, in a diplomatic way.
Mr. Sherman asked if the Commission felt he, or the Commission, should
show up on Tuesday night? The consensus of the Commission was not in
favor.
Mr. Sherman asked, before making that decision, .is there anything on the lit
he read that the Commission feels should not be demanded to be in the Notice
ofIntent?
