17 September 1998
Page 13.
The Chair stated if the low bidder cannot do the work, the other bidder
should be used. If the second person cannot do the work, he would be
amenable to going for a third party,
Mr. Sherman stated the rock will be delivered next week. He will be there
when delivered. Marlyn and Elliot are donating benches which will have to
be transported.
Mr. Shaw offered to provide a trailer and assist in delivery of the benches.
Tidewatch Staging Area: A letter received from Michael Grotzke. There is
still some grading work to be done from when the emergency work was done
at the dumping area. A ramp had been allowed for beach nourishment. The
Agent advised he told them to go ahead and make the sand ramp to do the
nourishment and file by October 1 a Notice of Intent to stabilize the area for
the long-term. In the meantime, there is a lot of surface erosion and he told
them to do whatever planing of grasses and wildflowers that they can. It is
not part of the permit but it is part of the emergency order.
Ocean Spray: There will be a meeting Monday morning at Christ The King
church at which time they will be pressing for a decision. The Agent advised,
at the end of the meeting last week with AFCEE, they said it might Monday.
The big problem with this, he would not give the Commission's assent to any
project because whatever they decide upon, Fish & Wildlife have great
qualms about what they have proposed so far. They have not given us the
language of the lease agreement. There are still disagreements over the
payment. The Agent wifl go to the meeting and listen and report back to the
Commission.
The Chair stated he was under the impression there were two more meetings
on Ms Balkus' presentation. Mr. Sherman stated they had one and this is
the second one. They are going for a consensus. He suggested the
subcommittee meet after this meeting next week. They separated out the
two parts, the technical solution and the lease arrangement which is being
driven by something else. If they want to do the lease, they have to go to the
State, have to get the vote of the Commission and have to get Town Meeting
vote.
The Chair stated at the last meeting it was agreed to ask them for an
analysis of how they estimated what they were going to pay and asked if that
has been done? The Agent has not sent that letter yet; he has been trying to
get together with Mr. Whritenour and coalesce with the Selectmen's position.
L
