17 March 1999 <br /> Page 2. <br /> north side there will be re-injection wells. Before starting that phase, Tom <br /> s ym niak will define plans for erosion control. An issue has emerged in <br /> that it will be necessary to regrade some of. the roads approaching the <br /> treatment. facility. They will have to add 2' to the elevation of the roads. <br /> They will have to bring equipment in on trailers. This is a departure from <br /> the original plan. <br /> Kathy fey with TEP and they do not have to formally amend the Order of <br /> Conditions. They will mark on a plan where all regrading will be. Mr. <br /> Sherman requested this prior to tomorrow night's meeting. <br /> Greg wirsen arrived and Mr. Sherman announced as there was a quorum <br /> reached with his arrival, votes by the Associate members were not required. <br /> Mr. Sherman spoke with Mr. s ym niak about the ATV use of the land. <br /> They will close off access. The use is illegal but is now even more critical. <br /> Erosion control is at a difficult time with the snow. Changes were made <br /> today. The priority is to get erosion control blankets installed. He does not <br /> wish to have it left in a partly finished state. Most significant is the need for <br /> person designated "On the job Environmental Compliance Official" i <br /> charge at all times. <br /> Mr. s ymoniak stated that in addition to the site super designated, there will <br /> be two others, either he and John Gadd will be on site during the work week <br /> and if there is a rain or snow event on the weekend, someone will be on site <br /> for erosion control repair if needed during off-duty time <br /> Mr. Sherman stated it was agreed improvement was needed. No one was <br /> "the" person in charge of that. That will start immediately. There are <br /> procedural things that need to start and soon. It is quite clear we cannot <br /> have other instances like the fish kill without. the potential to stop work in <br /> it's tracks. <br /> Mr. Green would like to see someone go along the edges of the ditches at the <br /> close of the day to see that everything is in order. <br /> Mr. Wirsen suggested a Daily Inspection Report. Mr. Sherman stated that <br /> has been discussed. The Commission can take a vote to accept that principle. <br /> Mr. wirs n asked if there was sufficient stockon-site? Mr. s ymoniak stated <br /> yes, there are adequate straw bales, etc. <br />
