20 May 1999 <br /> 'age 9. <br /> 7:10 ELISA ENTINE REALTY TRUST to constructsingle family home <br /> with pool and beach house within the buffer zone to the top of the coastal <br /> bank, utility service and storm water drainage retention and vista pruning at <br /> 19 Harbor Ridge Drive. Norman Hayes was present with Mr. and Mrs. <br /> Entine and the builder, Mario Kahn. Abutter receipts were provided. Mr. <br /> Hayes advised the float, pier and walkover structure have been approved. <br /> This filing is for the house. He had a discussion this afternoon with Mr. <br /> Sherman. There is no activity within loo foot zone to the BVW. Concerning <br /> the pool and beach house, everything is draining.north and with capacity for <br /> the 100 year storm event. Roof runoff is channeled to three leaching pits. <br /> The septic is outside the 100' buffer, <br /> Mr. Sherman asked the distance of the nearest portion of the work limit to <br /> the VWIt is 132 Feet, Mr. Sherman complimented the Entines for their <br /> understanding of wildlife habitat protection. He recommended approval <br /> pending verification of staking. <br /> Mr. Hayes stated the protocol for vista pruning has been discussed. They will <br /> mark every tree and show thern, on an overlay plan. Upon doing the vista <br /> pruning, they will notch the numbers into the stumps where trees are <br /> removed. <br /> Mr. wirsen asked ghat the duration is if based on the 100 year stoma event: <br /> Ir. Hayes stated it is a 24 hour storm event. <br /> Mr. Sherman stated he wanted the corners of the work limit staked and <br /> labeled with letters. Mr. Hayes stated he will do the work limit and seaward <br /> face of all the structures. <br /> Mr. Johansen questioned the two coastal banks shown. Mr. Hayes stated <br /> when they carne in on the RDA process to establish the coastal bank, this was <br /> established. You can't have a coastal bank facing uphill, what it does is stop <br /> and thea starts up again. In the reqs it states that it has to be seaward <br /> facing. f <br /> The Chair asked if the gray area shown is paved? It was. He asked if when <br /> they design these leaching pits, or drywells, is there some state standard that <br /> they must accommodate so many inches of rain over such and such a period <br /> of time in such a large area: Mr. Hayes stated they go by rainfall curves, <br /> percentage and depth of rainfall over a 24 dour period and the type of surface <br /> it is going to fall onto. They determine how quickly the water will percolate <br />
