MASH EE CONSERVATION COMMISSION <br /> Minutes of 23 September 1999 <br /> Commissioners present: John Fitzsimmons, Elliot Rosenberg, Ralph <br /> Shaw, George Green Jr., John Johansen, <br /> Greg v irsen. <br /> The Chair called the meeting to order at 6:45 p.m. with a quorum present. <br /> 6:45 STORM REGULATIONS HEARING: Mr. Sherman advised the <br /> previous regulations were tied to a particular date and storm event. He has <br /> written a generic one that would take place anytime the state evokes <br /> emergency regs. Mr. Rosenberg has looked over the proposed revisions. <br /> They are paralleling the State. <br /> Mr. Rosenberg asked if Choke is a reason for separating sections A and <br /> Mr. Sherman stated yes, the state has separate categories. Mr. Rosenberg <br /> stated in section A, he took the note at the top of page 2. "to the extent <br /> included in applicable DER Storm Emergency Regulations, the Commission <br /> adopts", and added above section A. This will effect both A and R. <br /> copy was given to Liz Kouloheras of DEP. <br /> The Chair asked, in the event of a major storm, if Chore is emergency <br /> management set up` Mr. Sherman advised there is. The Chair asked if the <br /> State does this? There is a whole torn committee, involving all the <br /> departments. The Chair asked if a road is blocked, do they have to cone to <br /> the Commission to get a certificate? Mr. Sherman stated the Commission <br /> would have to be called. <br /> Ms Roretos advised she was on the state storm Damage Response 'foam and <br /> FEMA is a Federal Agency, if they need to get access via a road or water they <br /> have the authority to supersede a Town if it is an emergency situation. <br /> Mr. Rosenberg stated the Commission is only relating to private individuals <br /> whoant to do things on pri-vate property. <br /> Mr. Shave thought there should be reference to that. Mr. Sherman will put in <br /> a foot note. <br /> VOTE: Motion made and seconded to accept the proposed regulation with <br /> the stipulated changes.
