• Motion made, seconded and unanimously carried to grant a continuance to October 2
at 7 p.m. at the request of the applicant.
7:35 p.m., Susan Musto, 6 Tuspaquin Road (demolish and construct new dwelling,
driveway, utilities and landscaping). Dave Sanicki represented the applicant and
described the plan. At Bob's request, Mr. Sanicki color coded the lawn and wild flower
area on the plan, and Bob recommended approval.
Motion made, seconded and unanimously carried to approve the plan.
7:40 p.m., Save Popponesset Bay, Popponesset Creek & Spit (continued from
8/21/03). Bob said they have requested a continuance because they have not received
input from the Federal and State rare species people.
Motion made, seconded and unanimously carried to grant a continuance to September
18 at 7:40 p.m. at the request of the applicant.
7:45 p.m., Save Popponesset Bay, Popponesset Creek & Spit (continued from
8/21/03).
Motion made, seconded and unanimously carried to grant a continuance to September
18 at 7:45 p.m. at the request of the applicant.
7:50 p.m., Fred Blythe, 228 Wading Place (continued from 8/21/03). Bob said this
was a failed septic system, an emergency certificate was requested by the Board of
Health and issued by us. Bob said most of the natural vegetated area is off this
property, he feels the revegetated area on the property meets our standards, and he
recommended approval.
Elizabeth Nichols, 7 Bluff Avenue, raised a question about the Board of Health having
condemned her septic system. Elliot said we have nothing to do with the Board of
Health's actions.
Nancy Caffyn, 218 Wading Place Road, said there was significant brush about 3 ft.
high cut before the septic tank was installed. Prior to this they could hardly see Mr.
Blythe's house and now there are only two small rose bushes there. She asked if the
driveway had to be approved by us. Bob said there was a driveway already there -- he
replaced shells. Bob said he recommended to Mr. Blythe (and he has agreed orally)
that we would approve the plan pending his giving us a plan with at least three different
appropriate species placed at 4 ft. intervals in the disturbed area and replacing the
multa flora rose at the western end of the property with a couple of bayberry bushes.
Motion made, seconded and unanimously carried to approve the plan pending receipt
of an approved revegetation plan.
