Bob asked for Board approval to pay Mr. Crupi's fee of$800+ from the Cranberry Bog Repair <br /> Funds budget <br /> Mot <br /> ion made, seconded and unanimously carried to authorize Bob to pay Mr. Crupi's fee of <br /> $boo+ from the Cranberry Bog Repair Funds budget. <br /> . I egu ations Sub-Committee. Michael said he is .most concerned about the protocol for <br /> .mitigation and having a clear sense of what we are potentially going to require. Since he is in <br /> charge of this issue, he been jotting down notes. Le.e., vire generally have had a requirement that <br /> shrubs be planted ft. n center, and he thinks that#s too far apart. Barnstable and Falmouth <br /> use 3 ft. on center, and he thinks we should allow ourselves the flexibility to require anywhere <br /> between 3 to 5 f. on center. Bob agreed wrtth this, and he added that the plantings must be <br /> done as soon as possible— pHl to May r September to October. If done during the summer, <br /> we should have a sub-protocol which would require watering. <br /> Michael said that Falmouth has a three-year management program with some very stringent <br /> requirements, such as requiring a bi-annual assessment by an independent consultant who will <br /> report back, and anything that has failed must be replaced. The owner could make the <br /> assessment if he has some degree of credentials such as being a fasters Certified <br /> Horticulturist,, a Masters Certified Arborist, or a PWS. The idea would be to create something <br /> like our BVW standards which we can hand out, the applicant will know how to do the job in <br /> compliance, and will thea come back to us. Bob added that by doing i that way, we'll have <br /> fewer er urs ualified people stepping forward to do the work. <br /> New Business: <br /> 4 <br /> 1 <br /> 1. List of Residents in the Flood Zone and within the 10ft. Buffer Zone. Lori said she <br /> compiled this list with the help of other people at Town Hall. Bob and she recommend sending <br /> a letter to these residents saying if they are planning to do any of the work listed, please contact <br /> us in advance to be sure it is done in compliance with the Conservabon Commission-'s <br /> regulations and thereby avoid a violation. There are about 3,000 residents on the list and the <br /> .mailing wilt cost$900 to $1}000. Bob said the money will come out of.the Conservation Fund; <br /> which has about$8,000, and we don't have a way to replenish it. Michael suggested identifying <br /> those areas which are the biggest concern to us and starting with therm. Cass suggested <br /> including our letter with other Town .railings, and/or sending an informational release to the <br /> Mashpee Enterprise to vert residents to Conservation procedure requirements and avoid <br /> making a violation. Lori said she was thinking about those two options for the lar letter} which <br /> will o to all residents. Cass said that no that summer residents are arriving, an article i the <br /> Enterprise would be a good heeds-up for those who are affected by these issues. Michael <br /> suggested a postcard instead of a letter. Bob suggested putting together a postcard and letter <br /> message for discussion at the next meeting. <br /> Fearing Me da <br /> 7:00 p.m., Tom Smith, 226 l lonomoscoy Road (relocate stockade fence and replace another <br /> fence). Edward Pesce and Attn. Richard Marne represented the applicant and presented the <br /> plan. Bob said they have met our regulations and recommended approval. <br /> Motion .made, seconded and unanimously carried to approve the fencing as proposed in the <br /> plan. <br />
