MASHPEE CONSERVATION COMMISSION <br /> • Minutes of November 18, 2004 <br /> Public Hearing <br /> Mashpee Town Hall Meeting Room 1 <br /> Commissioners present: Jack Fitzsimmons, Chairman, Michael Talbot, Vice Chairman, Len <br /> Pinaud, Clerk, Lloyd Allen, Stephanie Jones, and Ralph Shaw. <br /> Staff present: Bob Sherman, Agent, Steven Solbo, Assistant Agent, and Frances Wise, Board <br /> Secretary. <br /> Jack Fitzsimmons, Chairman, called the meeting to order at 6:55 p.m. <br /> Public Comment: None. <br /> Non-Hearing Agenda <br /> Old Business: <br /> 1. Boiler Plate Planting Orders(OOC's). Bob distributed to the members his revised <br /> requirements on this subject. <br /> 2. Regulations Sub-committee. <br /> a. A meeting was scheduled for Thursday, December 90, at 7:00 p.m. at Mike's home. <br /> b. Vernal pool regulation. Bob has rewritten this regulation and corrected the flaw. Steve <br /> did a good job of pulling some good scientific citations for the rationale, which is always very <br /> helpful in case we go to court. The big difference is that we are now applying the same <br /> standards to the vernal pool buffer zone as we apply to the vernal pool. In the Sem itsch and <br /> Bodie article, they propose a 30-60 meter aquatic buffer around wetlands. Thirty meters is about <br /> 100 ft., and is the minimum. Bob recommended scheduling a Bearing on this subject for <br /> December 2nd at 6:45 p.m. <br /> Motion made, seconded and unanimously,carried to hold a hearing on Regulation 23 at 6:45 <br /> p.m, on December 2"d. <br /> c. Submittal requirements. Bob distributed to the members data to be considered in updating <br /> our plan requirements. <br /> d. Storm water regulations. Steve distributed to the members data to be considered on <br /> Erosion and Sedimentation Control." <br /> 3. Protocol for DMF/Shellfish Warden Advisories on L.C.S. Bob distributed to the members his <br /> revision of this protocol, which the members already voted on at the last meeting. It was agreed <br /> that the word"Smitten"will be inserted before the word"input"throughout this protocol. <br /> 4. RFAA for an RDA, 28 Jeep Place. Steve described the project and Bob recommended <br /> approval. <br />
