Proposed Mitigation Regulation Mashp a Conservation Co asion <br /> shall be supervised by an I.S.A. or Massae use s Certified Arborist or a Registered, <br /> , <br /> Consulting Arborist.• This person, including proof of their credentials, shall be specified in <br /> the plan. <br /> detailed, three year management plan for the mitigation work. The management plan <br /> shall include: <br /> o Any required inmigattion of new plantings. <br /> o Methodology for weeding and/or mulching plantings, including management of <br /> invasive species m perpetuity. <br /> o lex-annual monitoring and reporting in spring and fall—on the status of the f <br /> mitigation work for three years. only a botanist,a certified arborist,a Massachusetts <br /> Certified Horticulturist, a landscape architect,an experienced conservation <br /> consultant or a Professional 'wetland Scientist may perform the bi-annual monitoring <br /> and reporting. This person, including their credentials and/or curriculum vitae,.shall <br /> be specified in the plan. The designated consultant proposed to monitor the <br /> mitigation work shall have demonstrated experience and knowledge in native <br /> plantings,conservation work and/or restoration pruning. The bi-annual reports with <br /> photos shall include at a minimum an assessment of the condition of the plantings, <br /> recommendations for plants that require replacement,status of restoration pnming of <br /> cut plants,violations or other problems observed and proposed n #ice orL Reports <br /> be submitted o the Conservation Co ssion and shah be part of the <br /> permanent record. Failure to complete the monitoring requirement shall be due <br /> cause for further enforcement anion. <br /> o Replacement planting plan:any and all wed plants(plants#hat die or are in a <br /> significant state of decline) be replaced as often as necessary unt.il they have <br /> established for three years. The Conservation Comnnssion may,at its discretion, <br /> extend the monitoring and m'anagemnt phase of the nritition �` and three <br /> �J <br /> years if the Commission deems that theproject not met the mitigation goals <br /> within the initial three year monitoring and manglagement phase. This may include <br /> too many failed punts or repeated plant losses or insufficient recovery of lost <br /> biomass. Extension of the monitoring andmanagement phase may also be required. <br /> by the Conservation Commission if there has been insufficient mitigation of illegal <br /> cutting, including restoration pruning of cut or topped tines and shrubs. <br /> o Seeded, native grass meadows, if proposed, shall only use an approved seed nix and <br /> shall be accompanied by a detailed methodology for site preparation, seeding, post <br /> seeding management, a three year mannuement program to ensure proper <br /> establishment and control of comp titive weeds, as well as a management prograrn in <br /> perpetuity. The Conservation Commission requires that only an experienced <br /> professional shall install and manage a meadow. Mowing of native, warm season <br /> grass meadows in general (not including any woody plants) shall be permitted n <br /> more than once per year and preferably in late winter or early spring to maximize <br /> wildlife habitat value. Seeded meadows shall be accepted as mitigation only for <br /> appropriate sites and shall not be considered adequate mitigation alone, especially <br /> � y <br /> for sites where the original vegetation was predominantly shrubs and/or trees, unless <br /> the Commission specifically penrnits it. Mitigation plans with meadows shall include <br /> other plantings to allow for succession to an oak-pine forest, coastal shrubland or <br /> other nature plant community appropriate to the site. <br /> Page <br />
