i <br /> M shpee Conservation Commission <br /> Minutes of March 5, 2009 <br /> Public Hearings <br /> Mashpee Town Hall <br /> Present: Chairman Jack Fitzsimmons, Cass Costa, John Rogers, Jeff Cross, Lloyd Allen, Ralph Shaw, <br /> Mark Gurney <br /> Also Present: Conservation Agent-Drew McManus, Assistant Conservation Agent-Liz Leidhold <br /> The meeting was called-to order with a quorum by Chairman Fitzsimmons at 6:55 pm. <br /> The Chair welcomed Mark Gurney who was appointed today as an Associate Member-of the <br /> Conservation Commission. Mr. Gurney will not be voting this evening but can be involved with any <br /> discussion or ask any questions. <br /> Pre/Post Hearing Agenda <br /> 1 Approval of Minutes from February 5, 2009 <br /> Motion made, seconded and unanimously carried to Approve the Minutes of February 5, 2009 <br /> 2) Administrative Approval: S - o -22 Cross Tree way <br /> Plans were distributed to the Commissioners. Under the original N I, the applicant wished to <br /> extend the retaining wall and add a kitchen addition. Before discussing the details, Cass Costa <br /> recused herself! The homeowner, George Mandalos, addressed the Commission with his plans to. <br /> relocate the bathroom originally located on the other side of the bedroom. The addition would be <br /> approximately the saran.e size as the original plan, but slightly larger, and will be placed on two <br /> sono tubes. Agent McManus provided background on the project regarding the amended order <br /> that was filed for landscaping. The location of the proposed addition was originally slated for <br /> ornamental plantings. The addition should have been on the amended order, but the Commission <br /> could address the plans for the ornamefital plantings through another administrative approval. <br /> Since the original plan would have placed the addition in the deck area, it is now being relocated <br /> to a vegetated area, so the applicant will need to devise a mitigation plan. <br /> Motion made, seconded and unanimously carried to Approve the Administrative Approval as <br /> proposed with the stipulation that another Administrative Approval be submitted to correct the <br /> landscaping plans to allow for mitigation. <br /> 3) Administrative Approval: SE 43-2512- 155 Popponessett Island Road <br /> Darr Solien, Landscape Architect, addressed the Commission as a representative of the applicant. <br /> The plan was approved under an amended Order of Conditions, but had been asked to submit <br /> detailed plan of the plantings and confirm the driveway material as permeable. The plantings are <br /> as originally proposed. Agent-McManus learned more about the ecoblocl technology, suggested <br /> as driveway material,, at the 1 IACC meeting. Agent McManus dots not recommend mend the blocks <br /> because although the material is pervious, it requires significant maintenance to keep.it pe -neable. <br /> The maintenance required several tunes each year, such as a street sweeper, loosens the hard <br /> packed material. Mr. Sol ien responded that the homeowners would follow the Commission"s <br /> lead, but would life more research about the product. The applicant will plan to utilize gravel or <br /> shell for the driveway. Regarding plantings, ornamental plantings are proposed only for the <br /> At planter and by the deck and patio.
