1 <br /> the sandpits at John's Pond. The recent incident has initiated a necessity to take a closer look at <br /> the fines associated With violations on conservation lands. Upon a recent inspection of the sand <br /> pits,the Agent noted approximately 50 pitch pines that had been cut. Agent McManus has drafted <br /> documents for the Commission's consideration identifying allowable activities and prohibited <br /> activities that will result in a fine. Citations may not be more than$300 so the Agent has made <br /> any violation, since they tend to be egregious, a level $300 fine per person and per violation. <br /> Agent McManus encouraged the Commission to provide him with any feedback about the lists <br /> over the next to weeks. The documents will be added to thBy-laws which will allow the Police <br /> Department to enforce the fines. <br /> 6) Michael Canata,Resident of John's Pond <br /> A longtime resident of John's Pond,Mr. Canata has asked the Agent that a letter be read for the <br /> record regarding his concerns about the Quashnet Bog and problems with the lake. Agent <br /> i McManus read the letter to the Commission which described Mr. Can ta's concerns about dead <br /> fish found on'the shore, love water levels, excessive plant growth, wildlife concerns and a sandbar <br /> that may cause boat strikes. Mr. Canata questioned who would supervise the bogs when the <br /> growers begin farming and asked that the Commission consider only organic growers. Mr. Canata <br /> expressed concern about toxins in the begs and asked that the Commission carefully review the <br /> bog grower proposals. <br /> 7 Cranberry Bog RFC's <br /> Agent McManus has shared a letter with the Commissioners regarding the bog RFPs. With only <br /> one response received for the Quashnet Bog, it was determined that there is no basis for <br /> comparison so the Agent recommends that the proposal for Quashnet by Dandy Cranberry Trust <br /> be reject d. There is no basis for comparison and a number of clean up issues remain. Agent <br /> McManus suggested that more time is needed to address clean up issues and to encourage a more <br /> competitive bidding process at a later slate. The bidder will be formally notified. It was clarified <br /> that the Quashnet bogs will not be farmed this year and there are no plans to maintain the bogs at <br /> this time. <br /> Motion made seconded and unanimously carried to approve the Agent's recommendations <br /> _ Modification to Original Administrative Request: SE 43-2506-22 Cross 'Free Way <br /> Before discussing the details, Ms. Costa recused herself. The homeowner, George Mandalos, <br /> addressed the Cornnu'ssion with his plans to relocate the bathroom originally located on the other <br /> side of the bedroom. The applicant discovered that the planned structure would not accommodate <br /> the bathroom fixtures and is asking that he be allowed to add 28 square feet to the addition. In <br /> exchange,mitigation will be added to compensate for the additional square footage. Agent <br /> McManus stated that it would be a minor increase in size and questioned the Commission as to <br /> whether the wish that the applicant pay for another Administrative Approval or have the <br /> y pp <br /> applicant work with the Agent and acid the minor change to the original request. <br /> Motion made, seconded and unanimously carried to approve the minor change to SE 43-2506 at 22 <br /> Cross Tree Way. <br /> 9) Documents for Commissioners <br /> Agent McManus recommended that Coffu missioners keep their state regulations and local <br /> regulations in a binder to bring to each meeting, Agent McManus has provided the criteria for <br /> waiver requirements, a mitigation calculation chart, as well as fines for wetland violations. Agent <br /> McManus indicated that if Commissioners had suggestions for fine increases to please notify him. <br /> i <br /> 2 <br />
