REPORT OF THE BOARD OF HEALTH v <br /> The Board of Health hereby submits their report for the year <br /> of 1977. During the past year, the Board has held two public hearings; <br /> r , Xne in regard to Ockway Bay Estates and the other a hearing for the <br /> assignment of the Town Disposal Facility. We have continued the <br /> rogram for Lakes Management. <br /> The Board of Health found itself in conflict with the Depart- <br /> ment of Environmental Quality Engineering (D.E.Q.E. ) in the matter <br /> of the orginal assignment of the Disposal Area Facility. With the <br /> assistance of Town Counsel, the Board has endeavored to comply <br /> with all D.E.Q.E. Ts requirements, and through its contracted engineers <br /> is working to have all facilities receive approval from the D.E.Q.E. <br /> In the Lake Management Program, the Board would like to submit <br /> the following report of Leachate Summary and recommendations for <br /> Johifs Pond. <br /> A total of twenty four (24) sites were inspected and an average <br /> of six tests made of conditions at each site. The areas for testing <br /> were those pointed out by the Subsurface Leachate Discharge study <br /> made in John's Pond in 1976. It is evident that monitoring of Johns <br /> Pond must be continued during the peak summer season. <br /> F, ti, The areas to the hest and Xorth should be watched closely <br /> during and after corrective measures have been taken on the faulty <br /> systems. Special attention to the bog areas is definitely required <br /> as the suggested method of correction is based on the current high- <br /> water tables and pond level. Any additional development in this area <br /> should be prohibited until primary sewage collection systems install- <br /> tion is assured. -- <br /> Although there was no apparent evidence of leachate intrusion <br /> on the east and southeast shorelines as per the_!'snooper"_.tests, =the <br /> permeability and percolation rates of the soil indicate very -little <br /> detention time for the proper filtration of bacteria and the ionic.._ <br /> exchange of. ,phosphate-nitrate compound. As these areas are the-- <br /> most densely populated, definite consideration should be given to - - <br /> a rehabilitation program such as the, ^314" discussed at our meeting ` - <br /> -- <br /> with the Conservation Commission. = _ - - - <br /> In conclusion, the faulty systems of record can be -easily <br /> corrected as previously indicated.
