Site <br /> Dear Ms . Anderson: <br /> It should be brought to your attention that this office <br /> represents the above Mr. DePaul and Newtown construction' Co. ` <br /> It has been brought to our attention that you have the re- <br /> sponsibility for approving the landfill ' s site at the time <br /> Mr. DePaul assured control of it. I feel it is .incuipbent upon F <br /> me to bring to your attention the substandard conditions which E <br /> exist and which you refused to inspect. r <br /> 4 <br /> According to Mr. DePaul, the roost. blatant violations of <br /> the DEQE and local regulations are the areas of incomplete <br /> cells that have been left abandoned, the absence of any plans <br /> of the areas already used, the wanton negligence of past con- <br /> tractors , <br /> on -tractors , not loaning or seeding am .areas , the consider male <br /> washouts on Asher Path, and the dangerous and unsanitary con- <br /> dition of the refuse pit. It seems obvious that each of these � <br /> examples constitute individual violations of the state and local <br /> regulations <br /> Mr. DePaul reached an agreement with the ' 'own of Mashpee � <br /> prior to July 1 , 1981, that would allow an inspection of the <br /> landfill site by a DEQE representative, a local Health Board <br /> representative and himself. As of fret no such complete in- <br /> spection has been Stade . It was agreed at- that time that it <br /> would be a breach of Mr. Lebel. Is contract if he left the site <br /> in a violative condition, as it seems it- is now. As such, the <br /> site could be brought up to the specifications of the regulations_ <br /> throughthe use of Mr. Lebel ' s passbook account. <br /> it comes to our attention that you are the holder of that <br /> passbook. However, before you contemplate returning it t <br /> Mr* Lebel you should be appy -ised of our position stated here <br /> with. Please advise this office as to, any further action by you <br /> in this matter prior to the time action has been taken <br /> `ours very truly, <br /> MJo 'M/bw Martin J.
