Board <br /> Members: vice Chairman Janes Regan, Ill and Clerk Robert Felson were present along <br /> with Associate Members Marshall Brenn., Zella Elizenberry and Richard Guerrera. <br /> Also present was the ZA's attorney Jason Tlerrnan, Developer Joe Valle of The Valle <br /> Group, the Developer's attorney Paul Glynn, Engineering Consultant to the Town, <br /> Charles Rowley and the Developer's Engineer Dave Thulin. <br /> Mr. Regan brought the meeting to order at 7:00 p.m. <br /> This hearing was held specifically for the Meetinghouse Road property a Chapter of <br /> matter to explain to the Board why it is necessary to drop one of the lots from the project. <br /> The Board felt Mr. Glynn's initial request was inadequately explained and wanted a new <br /> public hearing to have the engineers fully explain why this lot needed to be dropped and <br /> whether or not it would affect the total number of affordable houses initially presented in <br /> the Comprehensive Permit. <br /> Attorney Paul Glynn explains to the Board that the applicant must drop one of the lots <br /> from the project and make it an 11-lot subdivision instead of a 12-lot subdivision with 3 <br /> affordable hoaxes instead of 4 (one being moderately affordable). Mr. Glynn introduces <br /> Dave Thulin, the Developer's engineer, to filly explain the details of the problem. <br /> Mr. Thulin explains with the aid of visuals the drainage problem he uncovered upon <br /> further engineering of the lot after the Comprehensive Permit was granted. In short, he <br /> discovered the drainage calculations were off on Property next to one of Mr. Valle's and <br /> would greatly affect the build ability of this particular lot. The drainage would <br /> essentially end up affecting Mr. Valle's lot. The groundwater table is approximately four <br /> feet below the surface, which would eliminate the possibility oflocating a septic system. <br /> Mr. Rowley, Town Engineer, concurred that eliminating this lot would be the hest <br /> solution, given the circumstances. Mr. Guerrera asked if there is anything that could be <br /> clone to make this lot buildable—after some discussion ofbuilding a slab home and <br /> questioning where the water drainage would go - it was determined that it could not be <br /> done. The Board's main concern was that this lot elimination would jeopardize the <br /> number of affordable domes being made available ale t the Public.
