e <br /> r Mahpee Zoning <br /> Board ofAppeals Minutes <br /> 1 September 10, 2003 <br /> TOWN OF MASHPEE <br /> Zoning Board of Appeals <br /> Minutes - Wednesday, September 10, 2003 <br /> THE TAPE IS NOT PAR T OF THE HEARINGS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONL <br /> The Mashpee Zoning Board of Appeals held Public Hearings on Wednesday, September <br /> 10, 2003 at 7:00 P.M. at the 1 ashpee Town.Mall. vice Chairman.lanes Regan and <br /> Clerk Robert Nelson were present along with Associate Members Marshall Brern, Zella <br /> Elienberry and Richard Guerrera. <br /> Mr. began brought the meeting to order at 7:05 p.m. <br /> Mr. Regan opened the hearing with a discussion session with Southport Residents. He is <br /> just handed a letter from Mr. Bonvie stating that there will be ars informational meeting at <br /> Southport on September 16 t for the residents to address their concerns. <br /> Mr. Edward Larkin,a Southport resident, spoke first with emphasis on the problems the <br /> Residents are havingwith Mr. Les Trirrin and Mr. Ron Bonvie,the Developers. He also <br /> refers to minutes from the ZBA of July 9th, 2003 and June 25'h, 2003. He feels that when <br /> Mr. Bonvie car e into the ZBA for an informal discussion, that there were decisions <br /> made without their knowledge or input. Mr. Larkin brought up a comment made by Mr. <br /> Felson that referred to the pond the at Southport as being created by"'Hurricane Bob". <br /> Mr. Larkin thea referred to the Original Special Permit conditions that there was to be a <br /> manniade pond supplied by the Developers. He would like to know what the confusion is <br /> and who is correct. Mr. Nelson informed Mr. Larkin that that quote was taken directly <br /> from Mr. Bonvie when he attended the June 25 ZBA hearing. It sum, Mr. Larkin has <br /> asked the Board again to be aware that the residents will he taking full ownership of the <br /> property and they do not want to be burdened with any large unfinished expensive <br /> projects that the Developer should have completed to begin with. He wants the Board to <br /> execute their power and get to the bottom of the problem. The Developers are not <br /> coming forward to present their changes in the manner in which the Board has asked, <br /> which is filing for a� ublie Hearing with any changes they may have. Since Mr. wheeler <br /> is not issuing any building permits at this time, everything has cone to a standstill until <br /> Mr, Bonvie a��d Mr. Trin1 <br /> . .n come to the ZBA with t�helr changes. The Board is at a loss as <br /> to why he sloes not do what they have asked. <br /> Linda Fletcher, a Southport resident speaks to the Board about a letter from the <br /> Developer, Mr. Les Trinin, dated September 9, 2003 whereby she perceives this letter to <br /> e of a"threatening" nature. The letter is addressed to 6 Southport residents who have <br /> taken a.vocal interest in pursuing the execution of the original permit to this community <br /> as well as demanding that they be inf'or'med of any modifications to that permit that may <br /> be on the-horizon now or in the near future.
