5/21./84 80
Mr, avren e: " had no qualms in that, Charlie, and I felt there was no conflict of
interest*
Mr. Bu .ngh . 5.. "No, and don'tthink that there was,,"
Mr. Lawrence: "There was nothing done, only a hole dug,, I think if anyone has to go
back into the records they can see what my point of view vas." a went on to say
that he really didn't cx what t-heir o ixiio1-ire over theme, ;Rilywray))
Mr. Lawrence in defense said it would be a different story if he said nothing before
this, but he had sept the Board appraised of the situation., he had informed the Board
continually.
Wo ATMER COPY ON THI S SJ ' , IT BEGINS BECOME RHETOIRICAL AND AN ETHNIC
REKARK USEDWHICH' GOES AGAINST ICY GAN
F
Mr. Buckingham finally stated that he was very curious., he has a definite idea that
of what the recommendations from the county axe and he has a couple of things himself
that he would like,, estimate from the datum they can acctmiulate at just what level a
ten year storm or a five year storm will because he thinks that is important to the
amount of cover that is over the pease tra ,. he septic tank and to the well being o
a leaching field in that area.
Mr. Lavrence stated he didn't care if it vere a fifty year storm, if wate l- inundates
that area it:s going to seep into the ground it vill seep Into the diffusor pits and
it's going to spread, it's going to pollute the pond it will spread)*
r o Buckingham stated that in his reading of Title V., the , lan s as submitted were
Incomplete., they have a residence that is to be in that Beach House, Title v states
that if there is to be a residence and there is a pump in use that there shad
be a cletely independent auxilary for that moose and there sha ,lbe a guaran-P
tee that in the event of any flooding the residenclie vill not be used, now I don't
know how in the hell they can acc 1i ski that but thi s i s- Title v requirement, under
Section 10:3 or lo: , there were a lot of holes when you read Title V and look at
what was being presented to us. Those are the reasons we can use for denial, when
it comes to Conservation., what she is proposing to do is not mitering the dunes.
It's going to take an EPA, it's going to take an environmental statement and probably
and probably a MEPA statement before it can even begin to be considered from a conserm
vation angle. There's no way they can rove that dune. Insofar as conservation and
Coastal is concerned they can't begin to put the pipes in the area that they describe
as the leaching field,, or diffusor or whatever, because it would mean they would have
to disturb the topsoil.
Mr. Lance: "What I s vhy I wouldn't let them put equipment out there because it autow
matica ly disturbs."
Mr. Buckingham. 11hat'.a right,, not vithout per scion."
Mir s. Anderson: "Why can't they go up in that
Mr.. a rence: e don't know and nobody wants to tell us."
Mr. Buckingham: "You remember when they were ming their presentation, one of the
things they c ,ted.was 'for not putting that area in that upland', where Mr. Lawrence
recamended it should go and all of thought it should go, was that they felt that they
culd,n't achieve a slope distance relative to either Deans Pond or the Sound., you
know the answer to that is where at Mauahop the systems were put deeply enough so that
they could achieve the slope
