TOWN of MAsHPF <br /> BOARD of HEALTH <br /> MEETING <br /> NOVEMBER 1 , 1985 <br /> F <br /> Meeting called to order 6 : 25 p.m. <br /> Mr. Buckingham elaborated on the Legal Guidance Meeting held at DEQE <br /> in Lakeville attended by he and the Agent. <br /> a. Tapes, if used at a meeting do- not necessarily become part of <br /> the minutes, but, it must be announced prior to the meeting that the ! <br /> tape is for the guidance of the, scrtay in being able to review to <br /> find out exactly what went on. <br /> THIS 'CAPE IS NOT To BE CONSIDERED PART of THE OFFICIAL RECORD of THIS <br /> MEETING. <br /> 1 . Agent introduced the Peters Hartel issue which is not part of the <br /> agenda of this meeting. A picture appeared in the Falmouth Enterprise <br /> showing the construction taking .ace at Deer crossing, no permits have <br /> been issued front this office and no building permits from the Building <br /> Dept. , a memo has been sent to Doug Boyd with copies to the selectmen <br /> requesting 'cease & Desist' orders to be issued. This was amenable to <br /> cFB, however, CHL requested that the Agent visit the premises and as] <br /> what type permits PH were issued. <br /> 2. ' There was discussion by ' the Agent re: fees for resident installers <br /> fees as opposed to the higher fee for non-residents. Board members re- <br /> quest that the Agent send a memo to Town counsel requesting an opinion <br /> on the legality of the two fees for installers, in addition, request a <br /> ruling on fees for homeowners, commercial for test, monitoring wells . <br /> 40 <br /> . Minutes for October 28 accepted as written. The minutes of the <br /> meeting November 4 , 1985 that were part of this agenda were not acted <br /> upon. <br /> Selectmen Terry & Thomas along with Exec sec Murphy met with the <br /> Board to clarify supplemental budget request.' It would appear that <br /> the request for a supplemental budget exceeded the original line item <br /> amounts that were originally requested. . Exec . s c also made mention <br /> that the Board wanted a lump sura and -no- designation as to what accounts <br /> the money would go into and this could not be done, the Acountant` has <br /> to be informed where the atonies are b6ing earmarked for. It should be <br /> noted that by this Board was advised of the figures as presented to the <br /> Selectmen by the Exec Sec it was too late for an article to 'be written <br /> for the warrant. selectman Thomas stated .that she was suprised to find <br /> out that the Selectmen were submitting the budget figures . Mr. Lawrence <br /> stated that the Fincom chairman had advised hint one week after CHL ' s <br /> meeting with Fincom that everying ' looped good' . selectmen Terry said <br /> he hoped this wouldn' t happen again but that budgets should be held <br /> tight. CHL said that he hated going into special town metigs for <br /> money, he felt it should be dome at the annual. <br /> Mrs . Thomas questioned the vehicle that was to be used by the new <br /> person in conservation, the newest vehicle noir being used by this de- <br /> partment will be turned over to the now conservation person* <br /> cFB questioned the statement by Exec sec that the Board of Health <br /> could not request a lump sure budget.
