TOWN OF WL%HPEE, BOARD OF HEALTH, MEETING, DECEMBER 8, 1986
20. CONTINUED SIR. B-STILL SPEAKING) A DAY WELL FIELD AND THEY FEEL THAT , WITH THE WAY THAT
THE HYDROLOGY IN THE AREA IS THAT THERE'S NO MANCE THAT THEY CAN INFLUENCE A DRAW FRL THE
TWUBLE AREA TO THIS POINT', SO I WOULD THINK THAT THE SAE APPLIES TO THE POSITIONING OF THIS
WELL E MR WILSON ASKED IF MR. B WAS REFERRING TO THE TELL FIELD OVER ON ROUTE 130, THIS IS
REFERENCE TO THE COTUIT TEST WELL ABUTTING GROUSE POINT] IT'OFF OF 28 THAT NARROW SECTION THAT
CUES IN NEAR THE SONS OF ITALY. TSF SAY WE'VE GIVEN THBA THE LOCATION OF THE OLD OLD TOWN
DUMP AND THEY SAY THERE'S NO WAY THAT CAN BE INFLUENCED AND THERE'S NO WAY THE CURRENT L NDF I LL
WILL BE INFLUENCED BY I T, SO I WOULD TH I NSC THAT THE SAME APPL I E TO HERE, IT'S THE S*E SORT OF
INFOR TION THAT JORDAN GAVE US A FEW WEEDS AGO FOR THE PROPOSED WELL FIELD DOWN BELOW JOHNS
POND, THAT THERE'S NO POSSIBILITY EVEN WITH A TWO MILLION A DAY DRAW THAT IT CAN INFLUENCE ANY-
THING COMING OUT OF OTIS. THERE IS A REPORT AND I BROUGHT IT IN, IT's THE DRAFT REPORT FROM THE
WATER SUPPLY AND DISTRIBUTION SYSTEM THAT SEA PUT TOGETHER FOR THE WATER QUALITY, I'VE LOOS
THROUGH IT AND SEM TO BE PREM GOOD, THEY'VE DONE A NICE JOB, I THINK THEY'VE DUNE AS GOOD A
JOB WE TON SANS%N y-flA DOLE FGR U.S. THE LOOK AT WH T HIG MOOD WATER IS SERVICING, WITH THE
ADDITION OF THE PHASE 1 FROM HIED WATER, THEY'RE ESTIMATING THE THE TOTAL MAXIMUM DBIM WILL
BE 2.2 MILLION GALLS AND THE EXISTING WELL CAPACITY OF HIS WATER IS 2.23 MILLION GALL
PER DAY SO IT'S CUTTING PREM CLOSE TO THE HEST ECHAIR: "YEH, BU`T THEY'LL HAVE OVER WELLS],
THEY'RE GOING TO HAVE TO, THAT TAS IS CLING OT BE DAMNED IMPORTANT.
1, Executive Secretary Joseph MUrphy appeared before the Board, " I wourwJer if I could just
tell your briefly what' happening in the trash business. Well, I've sent dawn notes from t ime
to tine when we've been at the -Base with the proposal to put a faci I ity at Chis. Couple of
things, quite obviously we're trying to get something wrapped up as quickly as possible, we've
got a t i rye perspect i ire with SSS coming on line and we really reed in the 1987 Annual Town Meeting
some coney for engi reer i ung for our facility and if we're ge i n to do a n th i ung out there, rr ne r out
there. Now, in,the discussion out there it appears-that we'll divide it separately our place and
the place out there, the proposed place at Otis). The discussions out there with the Fed , 1. they
like the idea, they would like to fui ld a facility on the Base, they're willing to work with the
Tawn s in the area, Sandwich , F lmuth and M6shpee, Boum is out, they're not involved i n SEMASS,
(they're out of i t, they t l l be under the gun and they're going to be scrrei ng once SEAS is on
l i rye because DEE is going to be on them every day, they might as we l 1 have pent offices for
DEE i n pectors once SSS gets on l i rye. We've got a couple advantages on the proposes i to,- i n
that there's a scale that exists right now, a functioning scale that's used occasi ona l ly by t he
Base, thea is a water line at the site and electricity is within a duple hundred feet of the
site; it doesn't look like we're going to have to build a square mile af security fencing, or any-
th i ng like it they're just looking for security fencing within the overa 1 l facility, that's a huge
area, certainly with all the trucks coming in they don't have to go through the security net. Farl
-
r ouch is strong on i t, Sandwich, because of the political uncerta i my in Sand Iwhc, we rea I ly can't
depend on Sandwich being strong on it right now, it's very difficult to get the poor Selectmen in
Sandwich interested in it, they're looking for jobs, at this point, but htus far they've expressed
interest in it, %shpee appears to be the small est potential user, but gust slightly sma l ler than
the Base, 14 or 157., our tonnage thus far that we're the sma 1 l est but by a sena.l I percentage than
the Base. We've looked at a couple of meth n i sms, a reg i ona 1 district, comprising of the three
Tams and the Base, b one with legislation, we'd need special legislation because we've got a
ren political subdivision i nvo l gyred in this and it's a time corp surni n9 task; the direction we're look-
ing
o k-
irig naw is an inter municipal ag resent, I wish we could execute an agreaTent with the Base -i n the
three or t wo-cormnitie , incidentally, if it's two camiunities and the Base weire looking at a-
about 19°4 or I&A of the action, the three cowunities we're looking at 14% of the action. Well, if
it's ars inter municipal ag regent, according to the th i nk i rig right now, the Town of Falmouth would
be the lead agency, they would execute agremmt with the-Base, or l ease to the Base for this site,
a dollar a year is what we're 1 Ook i rig at, the Base says a nominal ant, to me kth at#s a dollar a
year, the land will be leased to them Falrruth it would be a 22 or 23 year agreement essentially
in line with the SSSS ag rreawnt. Falmouth would anally contract t build i t, design it and thea
to build it and we would pay a portion. . Now, a portion of the capitalization and the engineering,
accordingl to the thinking right now would be based upon usage, we stand right now 1 ° of the wage,
then was pay 10o of the eng i neer i ng , the Base according to the thought would not pay anything to the
