Wil - <br /> son <br /> l - <br /> son and the vacation of - ,r . costa that the presentation would be <br /> taped for the record and '-for iof rmartiori of the absent members . <br /> Atty . lei rrane advised that Chike odunukwe of Briggs would be the <br /> representative of the pro ect from now on , having been originally <br /> engineered by Cape & Islands Surveying , and that basically they are <br /> applying through the new revised 9 . 3 section. of the zoning by- laws , <br /> Town of Mashpee for an OSID ( Open Space Incentive- Development ) pro- <br /> ject , <br /> ro- <br /> jec , located behind Terry , Du-nning and Terry building off Noisy <br /> Hole Road ( adjacent to Sea Oaks ) . <br /> preliminary OSID plan has been submitted , a preliminary and de- <br /> finitive subdivision plan. , which broke up- the project into - 1- large <br /> lot containing 20+ ac and some smaller parcels along the roadway ; <br /> the OSID project is a project whereby the developer comes in and <br /> gets certain density bonuses , based upon certain favorable charac- <br /> teristics of the site . In this particular case the site lcoated <br /> in what the by- law calls a primary conservation area and based up- <br /> on the fact it ' s located in that area the developer~ qualifies for <br /> certain bonuses under the availability of the - law , taping into <br /> consideration the availability of the bonuses what is being ro- <br /> posed is a density of 10attached two -bedroom family units which <br /> is 'located on the + , + ac lot as contained on the plan , as part <br /> 46 9 of my sibmission ,you should have received a plot plan showing loca- <br /> tions <br /> oa- <br /> tions of building etc . The plan has been submitted to the Planning <br /> Board and the process requires it to go before the BOH in advance <br /> of the ' so called ' pre-application conference , our appearance is to <br /> satisy the requirement of the OSID by- law , which is scheduled for <br /> Nov 7th . The roadway is located insopen space as designated on the <br /> oSID map , a varia-nce has been obtained from Board of Appeals to lo- <br /> cate that. road in the ' o called ' OSID area , which will have some <br /> overall effect on the overall acreage because it will have to be de- <br /> ducted for purposes of ca-1 u 1 at i ng the overall OSID density ; in ef- <br /> fect there will be between loo and 10units . The OSID by- law re- <br /> quires a conveyance to the town of the open-space portions of the <br /> site other than the lot which is the developed lot , so in effect <br /> the 50 odd acre parcel in excess of 25 arc which include some wet- <br /> I and will be conveyed to the Town of Mashpee as a condition of the <br /> OSID requirements . This particular piece ties into other conser- <br /> vation or primary conservation (town owned ) -area land . There will <br /> be a central well system and sewage treatment plant , whether it ' s <br /> tertiary or other than I ' ll leave that up to Chike . <br /> Attorney Ki rran - i made note that the ori fi i-ria l access road as pro1_ <br /> - <br /> posed was from Route 28 , over the town dump and it would have pre- <br /> vented putting a road over OSID open space , primary conservation <br /> land , but that got hung up and Town counsel recommended that no <br /> easement be granted . <br /> odunukwe spoke 6n the other; aspec-ts . Dedeck o clarified the fact that Briggs hadn ' t even <br /> gotten into the project .
