Tows! OF MASHPEE, BOARD OF HEALTH, MEETING, FEBRUARY 83 1988 (Page two)
. Memo to Executive Secretary from Elias on Weston Sampson contracts. THE
CHAIR ASKED IF THIS WAS IN REFERENCE To ARTICLE FOR TOWN MEETING. ELIAS EXPLAINED
THAT THIS WAS IN ANSWER ER T JOE MURPHY ASKING IF THE Two CONTRACTS WERE THE ONLY
CONTRACTS THAT THE BOARD of HEALTH WERE COMMITTED To, HE IN TURN CALLED MIKE HAI-
L1 FOR VERIFICATION.
. The Chair introduced a note from a Mr. Miller that had been sent to Selectman
Thomas re: illegal dumping all over Ma tepee. Along with this not Miller had in-
luded a newspaper clipping "Scrap Metal Removed at No Cost -to Town" it is thought
reference is made to Sandwich. The article rentions Brockton Iron & Steel is the
firm doing the collecting. BOARD REQUESTS THAT A LETTER BE SENT To THAT FIRM .
Chair: "The next is correspondence on Mews 9 now commonly known as "SeaQuar-
ters", and it's a letter to Mr. Hoyte of the MEPA unit requesting clarification .
of a letter sent to the board by, Mr. Brown , the civil engineer f o r New Sea bury
Corporation and the reason we've asked for a clarification is that the letter from
Marcia Sherman doesn't indicate what N. S. seems to be indicating , in that every-
thing is free, in the clear; and approved, there still seems to be a question on
the part of DEE as to whether, or not, New Sebury has fully complied and an-
swered with the information that had been requested of them. I think before we
go into any action we should have some word from EPA ..group*"
RC: "I don '.t agree with their interpretation of this . , if ,you Bread into i t,
it doesn 't sound like we gave , an approval of it anyway."
Chair: "Well it does and it doesn't."
GRG: "Second paragraph says sthat ,you have indicated that a master deed has
yet to be drafted, once it has been drafted * . . .and thea it goes on and on. To
render an opinion on and then you turn the page
Chair: "I do not have sufficient information."
GRC: "I don 't see where you get out of paragraph two that it says, 'you're
Old'
Chair; "That's right, this is what bothered me about it'."
GRC: "We II , they're. aski ng1 or some sort of decision ,, h 'r a.skin for a
determination. o, not from-' us, how did, we get this did-.then send it to us?"
Chair: "The request from Brown came to us , the letter from Brown attaches
Sherman's -letter whc i h -says it ,,does not require ground- water' di sch rge. On the
basis of this opinion we request that our 'August loth septi'c permit be approved
and that they have already contacted their~ lawyers to show that an environmental
form need not be filed for this 'project,, in their opinion. That may be subse-
q entally di fer t r m our opinion." '. f
GPC: "I 'd be interested in seeing a master plant, because I dont know if
that' s pant of the new project where they're going time sharing , four people to
a unit, that I 've been reading about,"
Chair: "well it could very well be, because it seemed to indicate from
the newspaper article' that this was the direction they were going in, henceforth.
.GRU : "Well , what is your pleasure, -send it back and tell thea it's still
on hold That' s the answer .I think."
Chair: "Tell their that we uh, I. suggest t at we sena thea a letter that
we've taken it under advisement and we are in contact with MEPA to clarify some
points that we have in question and when we receive the information we will
meet with thea and talk about it. In the meantime, I would suggest that we dis-
cuss with Town Counsel , whetter he feel that we should, because then if he says
'No' we're clear by his action."
GRU: "I agree with that,." r
