-3-
r
and us is that all Labute's truck will be inspected at the dump and if any non-acceptable material is
k found Labe will have toree it. EAM 1 indicated that we can offers advice n where to take non-ac-
.
ceptable iters, but that it is not the Board's responsibility to find such outlets. They'd better get used
it now, becausO when SEWSS SEWScams on line they will be dealing directly with the oTIS people and they
ill be stricter than any landfill operator. R C raised the issue that the operator doesn't have the right
to refuse anyone entry to the landfill whos .has a valid sticker. It's the Boards right, not his. He is
also concerned that Dikaggio never reported the earlier incidents. Had we warned hire before, we could now
fine him for repeatedly bringing in demolition, DiFaggio can say you are banned until the BOH has a hearing
w/you. RGC requested that ar letter be seat to Labute as a warning
8. Taint, landfill i nc i dent. R C had previously looked into this complaint and requested a copy of the
police report. The report was delivered today.Costa stated that the employee in question is not a town
employee, therefore he is responsible for his own actions, we are not. He stated that there are two sides
to this story and he favors the corn l inant. Police Report is inconclusive. CFB: send letter that we are in-
Nest i gating and that the operator take the nece s s arr disciplinary action.
9. Announcement Health Agents Workshop. 5/25/88 EA i & Laura do go if possible.
10. Announcement: BOH/ETHICS Workshop. 18/88 Not necessary to go, CFB. Town Counsel and Ethics Committee
available for i reformat i on if necessary.
11. Announcement: Hazardous Waste Workshop, 5/16/88. Send copy to DiMbura , because it's oriernted toward
scho l l science deparbTents,
12. Copy, letter-Judy Mills to MOrphy r :Riverbend. Chair noted it's directed to Building Inspector. No
septic .plans have been received at this office. bted.
13. Variance request Cape & Islands, 147 Debbie Lame. Variance #1 1011 to existing well fr n proposed
leaching; #2 proposed flow diffusors instead of 1000gals pit. Groundwater at 61. BOH approval not required;
EAM to grant variance.
114. variance- request, Cape & Islands, 82 Surf Drive. R C questioned the "wet areas', stated that he is not
ropos i M anything other than what's been done adjacent to this 1 of. Trach is necessary to stay 10' frarm
r perty line and C NCO 1 work limit area. Trench will accar date 35.5 gal s/day, 8 bednxm house proposed
EW stated that this i s the best he could do. DEE advisers that,he ga-for a variance of the Town by-law
of 1001 from wetland rather that-,a- Title v variance fry the d i stance to foundation or sideline. Sol l-
c lean to rxd sand no water at 101. Thhree variances r qui tA: #1 from 1501-1011 septic to well; #2 1001-
511
DC 151' leashing to wetland; #3 Use of alternate leaching that pit.Motion R C, second RLI , all in favor to grant
variances.
15, variance request, Wm Warwick, 55 Waterline Drive. Hydro-geo study included indicating the edge of the
wet l and. Leaching situated to get the greatest d i stance-from.wet l and, however variance from BW d i stance
is required. 7' at one -ehd and 59' at the other from the wetland . Crawls space foundation, Order of Con-
ditions
on-
ditions a l ready f i 1 ed from Conservation. CFB : wants a check v l vew b tween the foundation and the tank.
Groundwater at 3 112' therefore f 1 o diffusors arxJ a lift v l c h he can do since the dwelling is on stilts.
%tion to grant va iance.with check valve and leaching area to be brought up to have at least 41 of permeable
sand before hitting groundwater.- kbtion GRC, second RLW. All in favor. EAM stated he sees no better alter-
native.
16, Plan, Surwrf i e l d Park, 2500 gals holding tank. Alan Industry's occupying building "B", part of the i r
perat i on is leasing out equipment for banquets, etc. When the'dishes cora back before renting them out aga i n
they mut -be washed and sterilized. They propose a 2500 gals holding tank w/alarms to signal when it must
be emptied. Kevin Andrade, owner, didn t want the camiercial dishwasher to be hooked into the existing
septic sys-tErn. CFB questioned what was going to be done with what's purred out; it would in effect be al-
m,ost like a grease trap. It would have to go to DEE for a holding tank. CPB suggests that a holin tank
be connected to the leaching. GRC doesn't like the idea of adding onto what's on the original plan which
was approved. CFB doesn't like the idea of 2500 gals of grey water going into our lagoons every 2-3 weeks.
CFB stated that it would not require DEE if the holding tank leached into the existing leaching field.
Iso direct him to p l ace a 2500 gals tanks and connect to his l ears h i ng field and this must be inspected
fore it is covered, he will have to indicate that the existing leachiM is capable of handling the additional
law, if not he'll have to find another leach field for it.
CFB; I would like to be on record in saying haw I have enjoyed working with all the Board members I've worded
