MINUTES March 1 , 1990 7 BOARD OF HEALTH <br /> **NEW BUSINESS <br /> Illegal Dump_ Deborah Bottles Road <br /> Mr. Doherty stated he would like to pursue this matter <br /> thru enforcement. <br /> Mr. Greelish relayed a "Cease & Desist''- order has been <br /> placed on the lot. <br /> Mr. McQuaid stated the Conservation Commission has <br /> placed an "Order" to remove dumping previously taken place <br /> s it is within loot of the wetlands. <br /> Mr. Greelish stated it had been discussed to declare the <br /> lot nbuildable and to attach a restriction t the titl . <br /> Mr. Greelish recommended the owner be notified to clean up <br /> the lot immediately or inform him a restriction will be filed <br /> on the land. Mr. Greelish -stated subsequent to this a court <br /> order should be filed allowing the town to contract for <br /> cleanup and assess the owner for expenses incurred. <br /> i <br /> Mr. Greelish requested Mr* McQuaid to follow-up with the <br /> Conservation Commission. <br /> Fol low-up i llecral d ,p ng. her Path <br /> Mr. McQuaid informed the Board the barrel found at the <br /> site has been picked up by the D.P.W. . We were informed if <br /> the town handles illegal dump materials the town is respon- <br /> sible for their removal and subsequent disposal. <br /> Mr, McQuaid relayed in speaking with D.E.P. if any haz- <br /> ardous material is found they should be notified, as they <br /> have the authority to contract directly with Clean Harbors <br /> and bill the property owner, if payment is not rade a lien <br /> can be placed on the property.
