Page .o.H.Minutes 7Z19Z90)
of pit 10 if necessary, He instructed the parties involved to
coordinate their efforts to resolve this issue BEFORE involv-
ing the agent.
EAM stated that this would be precedent setting to allow an
outside engineer submit the as-built. In the past we have ac-
cepted another's as-built only with agreement from the
original or if either the engineer or the installer goes out
of business or relocates.
John Ferguson stated his feeling that regardless of the
litigation, the installer should submit the as-built, since
the litigation does not involve this particular- matter, He
asked the architect to find out if the as-built could be sub-
poenaed.
Stere McCaffrey stated that Tibbetts Engineering drew up the
plans and did periodically inspect the installation along
with EAM.
EAM explained this- oardfs normal policy regarding as-bunts.
This being the licensed installer along with the installation
permit received two as-built cards, one- for himself to fill
out with the drawing and the other for hire to hand over to
the engineer once the system is installed for the engineer to
sign off on certifying that the system was installed as per
the approved plan. In this instance, Chuck Hazard of Grenier
received both cards, he installed the system, 'Tibbetts in-
spected the system. It's up to Grenier to submit the as-built
drawing to 'Tibbetts for them to, certiy and sign off. Jowle
did not have to get involved at all . Grenier does not have to
be an engineer, it's 'Tibbetts that's putting their stamp on
the line. - 'That's why we would life theas-built to come from
renier.
SJG stated that this Board will sign off on an O.P. once we
receive an acceptable as-built. We want a detailed explana-
tion of the methods used to create this acceptable as-built
and this must meet the agents approval. Case contfd.
NEW BUSINESS: Proposal from G. Lopez , Waste Awei h Ltd. for
newspaper recycling.._ In this proposal, Mr. Lopez indicated
that he has found a market in Northern Maine which will ac-
cept baled newspapers. If we agree to allow him to set up a
bailer at the landfill site, he will haul our newspapers away
t no charge to the 'Town. He intends to contact the surround-
ing communities to set up dumpsters for their newspapers
which he would thea transport to Mashpee to bail and then
transport to Maine. He would charge the 'Towns less then the
emass gate. SJG requested that a meeting with Lopez be set
up as
