MINUTES Apri1 18, 1989 2 BOARD of HEALTH 1 1 . Report of i l legal dumping & ensuing investigation report - Mr. McQuaid informed the Board. Detective Dam i reported that i l l eg I,--dump i ng--was Y: �taking place in the subdivision known as "Winslow Heights" specifically the end of Deborah Bottle Road.- Nor. McQuaid explained that Detective Dami did supply the name of the company dumping the-debris acid commented whin the truck was sighted again by detective Dani he was notified, how- ever� upon arrival -the truck had lef�,. Mr, McQuaid stated approximately 1000 to 2000 cubic ,yards of debris had been emptied on the lot..and commented in- contacting Alleganti Enterprises he was informed that they had obtained permission to- durip at the site. Mr. McQuaid stated he informed Ir. lleganti that the material dumped at the site was illegal and the site may be located ,w i th i n the wetland protection area. Mr. Evans relayed -to the -Board that in speaking with Louise Behrman of the Conservation Corm i s s i on �he was informed that additional dumping had taken place at the site .'and commented upon inspection of the site he corif.i med that additional dumping had taken place. Mr. Mc.Quaid provided to -the. Board a copy of the po'l ice report submitted short time ago. Mr. Costa informed - Board members that he spoke with. Louise Behrman who indicated that the debris was dumped within the wetland area and do intend to bring the owner of the property to court. Mr. McQuaid informed the Board that the owner of the property did state on the policereport that a no time was permission even to dump debris at the site. Mr. Greelish stated this Board will request the Police Department to issue a citation to the company of Alleganti Enterprises for illegal dumping within the town of I a. hpee, Nor. Costa requested fr. McQuaid to consult with Town counsel as to the procedures for prosecution. APPOINTMENT: Jim Bennett - ' indchime Point- , j , r. Bennett wsn "attendance for this scheduled appointment Mr. McQuaid dnfo med the Board the owner proposes to constructa semi- public_ eri- public-. swimming pool for the condominium complex aria commented 'under State regulations sanitary and bath facilities are not required for semi-public swimming pools. r + Mr. Bennett -'informed the Board the proposed pool is 561x 2 ' and i l l be constructed i the location originally approved by the ,P l anni ng Board and - commented outside showers-will be installed at the site. Mr. Bennett stated signs will be posted in the off-season stating "no lifeguards on duty" . however lifeguards wi,11 be maintained on duty during the high season. Mr. McQuaid infomred Mr. Bennett that -drains must b plumbed into the septic system and back--wash f-rom the pools must be filtered and re-entered.
