'= TOWN of MASHPEE <br /> BOARD of HEALTH <br /> SPECIAL MEETING <br /> June 8, 1989 <br /> At 4: p.m a special meeting was held to discuss ontra t negotia- <br /> tions with S: Joseph Dil aggio for Transfer- Station operations. 'Town Counsel <br /> was expected to attend, however was delayed elsewhere'. <br /> Board members in attendance were George R. Costa and Stephen J. r^eel ish. <br /> � � <br /> Mr, Doherty i wa s in attendance, h6we'ver-stepped down from this meeting due to <br /> a conflict of interest. Mr. DiMaggio,, Attorney r r, and Finance ommitt <br /> member Mr. Dolan- were. also in attendance <br /> Attorney Grocer explained to the .Board two separate companies werecon- <br /> tacted in regards to ascertaining a performance bond, He stated one company <br /> did request documentation from Mr. D i agg i o' s accountant, which was certi- <br /> fied by him and forwarded to the company. Mr. Grocer stated additional infor- <br /> mation was requested, which was also forwarded to then and explained That <br /> he was unformed they did net receive the additional information. Attorney <br /> Grocer stated the company is now in' receipt of the information however have <br /> not rendered a decision on the performance bond. He commented he does not <br /> anticipate any major obstacles in obtaining the bond, which should be issued <br /> within the next two weeks. <br /> r. Costa questioned Attorney Grocer as to whether the problems associated <br /> with obtaining the bond are due to Mr. D i Magg i o never having secured a perform- <br /> ance bond in this amount. <br /> f <br /> Attorney Grocer stated, 'that is correct. <br /> Mr. Costa. questioned Attorney Grocer as to whether he has an alterna- <br /> tive plan if the bond is riot issued. <br /> r* Diaggio responded that he could secure a letter of credit. <br /> Attorney Grocer stated a letter; of credit from the bank would act-as <br /> assurity on the performance bond itself. <br /> Mr. Costa stated he will question Town Counsel as to whether a letter <br /> of credit woul-d be acceptable if bonding problems arise. <br /> 1r. McQuaid informed-Mr. Di Maggio that a certificate of insurance will <br /> be required. <br /> s it. Costa informed Mr. D i Flagg i o ' es i dents will be admitted i h the Transfer <br /> Station, if stickers have been issued to them, during the time of contractor <br /> transition. <br /> Mr. Greelish explained to Mr. Di Maggio that he will be responsible for <br /> monitoring and gatekeeping for the first two months. <br /> Mr. Costa requested Mr. D i l ag i o to inform this Board immediately once <br /> the performance bond has been secured. <br />
